Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Comparative Oncology Program, plans to procure on a sole source basis services for COTC007a: Preclinical Comparison of Three Indenoisoquinolines Candidates in Tumor-Bearing Dogs: A Pilot Study of Topotecan in Dogs with Lymphoma with: College of Veterinary Medicine and Biomedical Sciences Colorado State University 1601 Campus Delivery Fort Collins, CO 80523-1601 School of Veterinary Medicine University of Wisconsin-Madison 2015 Linden Drive Madison, WI 53706 Auburn University Small Animal Teaching Hospital Hoerlein Hall Wire Rd Auburn University AL 36849 Purdue University School of Veterinary Medicine 625 Harrison Street. West Lafayette, IN 47907 The Ohio State University 601 Vernon L Tharp Street Columbus, OH 43210 University of Tennesse The College of Veterinary Medicine 2407 River Drive Knoxville, TN 37996 This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 541940 and the business size standard in $7.0M. NCI expects to make multiple sole source awards as a result of this solicitation. Period of performance shall be for twelve months from date of award with one twelve month option period. Contractor Requirements: To participate in a COTC clinical trial an organization must be a member of the Comparative Oncology Trials Consortium Contractors will be administering the agent of interest, Topotecan, to tumor bearing dogs with lymphoma. The agent will be administered daily, for five days. The primary objective of the study is to identify a maximally tolerated dose of Topotecan in tumor bearing dogs. The evaluation of pharmacokinetics and tumor/normal tissue pharmacodynamic modulation will also be assessed as a function of dose to define a dose-PD response relationship for Topotecan. To establish the organizational infrastructure and to undertake translational clinical trials in companion animals, the CCR-COP formed the Comparative Oncology Trial Consortium (COTC) in 2004. This new drug development consortium is based on collaborative relationships with nineteen accredited schools of veterinary medicine. These trials are small in scale and emphasize the assessment of biological questions related to drug development. Nineteen Veterinary Schools have been selected to be part of the Comparative Oncology Trials Consortium (COTC). All nineteen members were solicited for participation in this study. Of the nineteen, only six had no current conflicting trials and were interested in participating. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 5, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
