- THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication. A written solicitation will not be issued. Solicitation number M6700110Q0103 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This solicitation is 100% Small Business Set Aside. The North American Industrial Classification System (NAICS) code for this requirement is 115112 and the business size standard is $6.5M. Line Item #0001: 13-13-13 Bulk Fertilizer, Quantity: 18, Unit of Issue: Net Ton (2,000 lbs). 13-13-13 Bulk Fertilizer, Applied to 72 acres at 500 lbs per acre in the spring. Line Item #0002: 13-13 Bulk Fertilizer, Quantity: 50, Unit of Issue: Net Ton (2,000 lbs). 13-13-13 Bulk Fertilizer, Applied to 200 acres at 500 lbs per acre in the fall.Line Item #0003: Seed Blending, Quantity: 80, Unit of Issue: 50 lb bag. The Government will provide 4000 lbs (80 bags) of seed to be uniformly blended with 5 tons of fertilizer from line item #0002 to produce an accurate seeding rate of 100 lbs/acre of seed. This blend will be applied as part of line item #0002.Line Item #0004: Lime Spreading, Quantity: 50, Unit of Issue: Net Ton (2,000 lbs),Bulk Lime: Applied at a rate of 500 to 1000 lbs per acre. The actual amount of lime will be applied based on the PH (acidity) of the soil at a specific plot. The Government intends to make award to the offeror who submits the Lowest-Priced Technically Acceptable offer. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of quotes submitted. Pricing: The Government desires Firm-Fixed Price, F.O.B. Destination pricing.Delivery: The Government desires delivery to Marine Corps Base, Camp Lejeune, NC, within 48 hours of notification from the customer. SCOPE OF WORK Description of Work:Soil amendment FY 2010 for LWRS-ECON Natural Resources Division, Camp Lejeune, NC 28542. Contractor ResponsibilitiesThe Contractor shall have a four wheeled drive application vehicle capable of traversing rough roads, uneven terrain, and moist application areas. The bulk fertilizer will be applied at designated times of the year (see line items) in 20 openings (approximately 72 acres) in the spring and 150 openings (approximately 200 acres) in the fall. Bulk lime will be on up to 150 openings (approximately 200 acres). Mixing 4000lbs of seed provided by the government with fertilizer and spreading will be conducted in the fall.All opening are managed for game and non-game wildlife species, range in size from 0.5 to7.5 acres and are distributed throughout the forested areas. The contractor is responsible for maintaining serviceable equipment that will meet the requirements of the contract. The government will not responsible for assisting with recovery due to equipment failure or usage of equipment that is inappropriate for conducting work on land conditions previously identified. Government Furnished ItemsThe government will provide a map of wildlife clearings locations as well as provide coordination with range control for access to field locations. The government will escort contractor application vehicle to and from application sites. The government will also provide the 4000 pound (80 bags) of seed to be blended with 5 tons of fertilizer for fall application in the fourth line item of the period of performance. Period of Performance:The period of performance for this service contract is 01 April 2010 through 1 January 2011. This contract is for the purchasing and application of bulk fertilizer to include seed mixing and spreading and the application of bulk lime as outlined within the contract. Time of delivery and application during the period of performance will depend on weather and field conditions. Applications normally occur between 1 May and 1 August (spring), and between 1 September and 31 December (fall) annually as needed. Scope of Work The government will contact vendor to schedule application dates on or about. 1. May 1, 2010 (Summer application of 18 tons of 13-13-13 @ 500 lbs per acre) 2. May 1, 2010 (Application of 50 tons of bulk lime @ 500-1000 lbs per acre) 3. August 20, 2010 (Fall application of 50 tons of 13-13-13 @ 500 lbs per acre) 4. August 20, 2010 (Fall seed mixing of 4,000 lbs of seed provided by the government)
