Description
The National Institute of Mental Health (NIMH) intends to issue a solicitation on a sole source basis to the University of California San Diego, entitled "CNS HIV Anti-Retroviral Therapy Effects Research as a Resource (CHARTER as a Resource). The proposed contract action is for R&D services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, responsible sources may express their interest by submitting a capability statement or proposal. All capability statement/proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Background: The CNS HIV Antiretroviral Therapy Effects Research (CHARTER) study was awarded in September 2002, under contract N01MH22005, to the University of California at San Diego (UCSD) to examine the presentation and predictors of neurologic complications of HIV in the era of combination antiretroviral treatment (ART). In performance of this contract, UCSD has examined 1,574 participants cross-sectionally, 657 participants longitudinally, and is continuing to follow additional subjects through the contract expiration date in August 2010. The clinical samples and datasets collected have helped advance knowledge of the pathophysiology of HIV-Associated Neurocognitive Disorders (HAND), and a continuation of this resource will enable the progress of research. Goals and Objectives. The goal of the CHARTER as a Resource contract is to further utilize and expand the data and specimens collected beyond the original contract period to serve as a resource to the broader NeuroAIDS research community. This collection will be an ongoing and important resource that has been requested by NeuroAIDS research investigators as they continue to study the pathophysiology of HIV-Associated Neurocognitive Disorders (HAND). If a follow-on study to CHARTER is approved by the NIH, new clinical samples and datasets will be added to the collection over the next 5 years. The website will be enhanced and developed to include collection of data generated from research projects, provision of data, and advice to investigators. Improvements to the process for requesting CHARTER and CHARTER Extension samples and data will be an important contribution of this contract. The objectives are: 1) Enhancement of the web-based communication suite, publications tracking system, and imaging utility in place at UCSD under the current contract; 2) Development of a system for collecting data generated from ancillary investigations and a mechanism for "freezing" digital datasets which are used for analyses and publications; 3) Providing scientific investigators access to all stored clinical samples that have been collected under the current contract, and samples that will be accumulated under the follow-on contract, if approved; 4) Establishment and maintenance of a scientific review system to determine whether exhaustible clinical samples should be sent to ancillary research investigators; 5) Providing expert advice in the form of interpretation of results, analyses planning, assays, project design, and collaboration with Resource Specialists from each core to assist investigators with complex data and/or sample requests; Reporting on structured feedback and indicators of the CHARTER Resource program success. The proposed contractor is uniquely qualified to perform these services for the NIMH based on the following considerations: 1) Access to the resources collected and developed under Contract N01MH22005, including clinical samples and databases; 2) The ability to coordinate with the accompanying CHARTER Extension follow-on initiative, to continue collection of clinical samples and datasets; 3) Expertise in neuromedical, neurobehavioral, neuroimaging and virology research. This solicitation was previously advertised under sources sought announcements #NIH-MH-2010-005 and #HHS-NIH-NIMH-SBSS-10-008. Anticipated Period of Performance: The anticipated period of performance is 5 years.
