Description
The Contracting Point of Contact for this notice is Stan Caruthers at tel. 206-764-6575 or email, Robert.S.Caruthers@usace.army.mil. The Seattle District Corps of Engineers has a competitive design-build requirement for the Construction of an Alternative Fuel Facility, at Joint Base Lewis-McChord, Washington. This project will be coordinated with adjacent construction, i.e., the new Army & Air Force Exchange Service (AAFES) Shoppette project. The contract shall consist of the design and construction of an alternative fuel station to include dispensing and storage for fuel systems to include Biodiesel, Hydrogen, Propane, and Compressed Natural Gas. Dispensing operation will be located on covered dispensing islands. Supporting facilities include utilities, paving, storm drainage, alarm systems, and site improvements. In addition, the contract shall include associated site preparation. The procurement will be advertised as a 100% Small Business Set-Aside. The estimated dollar range is $1,000,000 to $5,000,000, and the project completion period is estimated at 360 calendar days. The NAICS code for the project is 237120, and the applicable small business size standard is $33,500,000. The Government intends to execute this requirement as a One Phase, Combined Design-Build negotiated procurement, conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15. The solicitation will be a Request for Proposals (RFP), with subsequent evaluation made using the Lowest Price Technically Acceptable selection process, and one firm-fixed-price contract will be negotiated as a result. On or about 14 April 2010, the solicitation documents for this project will be available via FedBizOpps.gov at https://www.fbo.gov/ under solicitation number W912DW-10-R-0028.
