- DRAFT Exhibit A, CDRL DRAFT RFP DRAFT Spare Parts List, Attachment (6) DRAFT 1:5/1:10/1:30 Tool Kit List, Attachment (5) DRAFT Zip Kit List, Attachment (4) DRAFT 1:1 Tool Kit List, Attachment (3) DRAFT Mi-17 Variant Paint Scheme, Attachment (2) DRAFT Statement of Work, Attachment (1) Naval Air Systems Command (NAVAIR) intends to procure on a competitive basis eighteen (18) Mi-17 variant medium-lift, multi-purpose transport helicopters and associated zip kits, tool kits, and spare parts. For the purposes of this presolicitation notice, Mi-17 variant helicopter is defined as either a Mi-17V5 or Mi-171/172 helicopter with tail ramp. The Government anticipates award of a Firm Fixed Price (FFP) FAR Part 12 contract to the responsible offeror who provides the lowest price, technically acceptable offer. All aircraft shall be delivered to Kabul International Airport, Kabul, Afghanistan on a staggered delivery schedule with the last aircraft being delivered no later than 720 days after contract award. Complete details will be available in the solicitation. This presolicitation notice is not a Request for Proposal (RFP) and is not intended to be taken as such. Information including the Statement of Work and attachments shall be provided in the Request for Proposal (RFP) solicitation number N00019-10-R-0032. The solicitation is expected to be issued on or about 10 May 2010 with proposals due on or about 27 May 2010. The solicitation will be available on the Federal Business Opportunities website: www.fbo.gov and the NAVAIR website: www.navair.navy.mil under "Business Opportunities" and "Open Solicitations". Interested offerors are responsible for monitoring these sites for the release of the solicitation package and any other pertinent information or amendments. Central Contractor Registration (CCR) is required to receive any award. All contractors are required to be registered in the Central Contractor Registration (CCR) database. If your company is not registered in the CCR, you may register electronically at http://www.ccr.gov. This notice also provides interested offerors with a DRAFT Request for Proposal (RFP) and DRAFT Statement of Work (SOW) for the procurement of new Mi-17 variant helicopters. Interested offerors are encouraged to submit comments to aid the Government in refining its requirement. The Government is particularly interested in receiving industry comments regarding the statement of work, projected delivery schedule of new Mi-17 variant helicopters in the configuration specified, and customary commercial contract financing payments, milestones, percentages, and security. Additionally, interested offerors are encouraged to provide feedback on any Government objectives which may unnecessarily drive schedule and/or cost and comment on how these objectives may be tailored to improve schedule or reduce cost. The Government will review all comments received prior to the release of the formal Request for Proposal (RFP), but will only post responses if deemed necessary. No response will be provided to any question or comment with proprietary or restrictive markings. SUBMISSION: Interested offerors shall provide comments regarding the Mi-17 variant helicopter procurement to the Contract Specialist no later than 4:00 pm EST on 08 April 2010. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. The Government is not obligated to and will not pay for any costs associated with the information received from potential sources as a result of this synopsis, oral presentations, or any follow up requests for information. Any information provided by respondents to this synopsis is strictly voluntary. It is not to be construed as a commitment by the Government.
