Description
The US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) has cancelled solicitation DTPH56-09-R-000001, "PHMSA's Pipeline Safety Technical Expertise Support Requirement." The Presidential Memorandum on Government Contracting, issued on March 4, 2009, directs Federal Government Agencies to review their contracts. Subsequent Office of Management and Budget (OMB) and Office of Federal Procurement Policy (OFPP) Guidance addressing the Presidential Memorandum provided further direction on how Federal Government Agencies are to accomplish the goals stated in the Memorandum. Subsequent to the issuance of the solicitation, PHMSA has undergone substantial agency program office review and reorganization. Additionally, during this period, PHMSA initiated a review of its existing contracts and new potential awards, as required by the Presidential Memorandum and OMB and OFPP Guidances. Upon further review and discussion with the PHMSA Leadership team, including the Administrator and the Associate Administrator for Pipeline Safety, PHMSA determined that it is not in the best interest of the Government to award a contract under this solicitation and is therefore cancelling the solicitation prior to award. PHMSA is currently re-evaluating the solicitation requirements and revising the existing Statement of Work to better align with the agency's needs.
