- SF-28 RFQ FORM BRAND NAME JUSTIFICATION COMBINED SYNOPSIS/SOLICITATION Brand Name AJA International, Inc Sputtering Source and Magnetic Materials Conversion Kit (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1341-10-RQ-0422DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333295. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN NO. 0001: Brand Name AJA International Model #A320-XP, Qty 5 each, in accordance with the specifications. CLIN NO. 0002: Brand Name AJA International Model #MMCK-A320, Qty 5 each, in accordance with the specifications. (VI) Description of requirements is as follows: NIST is upgrading an existing thin film deposition system. The current system has room for eight sputtering sources, three of the eight have been upgrade and NIST intends to upgrade the remaining five with magnetic materials kits for the deposition of magnetic materials. See technical specifications below: TECHNICAL SPECIFICATIONS: CLIN NO. 0001: Sputtering source: quantity - 5 Mount on 6" CF flange Ultra-high-vacuum (UHV) construction DC or AC sputtering 2" diameter targets - 1/4" or 1/8" thickness Gas injection to target surface Deposition chimney Operation pressure down to 0.5 m Torr Pneumatic shutter ''N'' type electrical connection End user convertible magnetic array CF knife edge to target surface length of 7" Source head diameter <= 3.5" CLIN NO. 0002: Magnetic materials conversion kit: quantity - 5 Magnetic array for deposition of magnetic materials Minimum thickness of Ni80Fe20 target of 1/8" (VII) Delivery: 6 weeks ARO. Delivery shall be FOB Destination shipping shall be included in quote. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to complete and return the SF-18 attached to the synopsis. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Delivery, Past Performance - the offeror shall submit with the quote two references. The references shall include point of contact, email address and phone number. Past performance with be evaluated on customer service, timeliness. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov.
