Description
The VA Northern California Health Care System intends to negotiate a noncompetitive award to Contra Costa Heating and Air Conditioning System, Inc., a Service-Disable Veteran-Owned Small Business (SDVOSB), for repair of Boiler Plant equipment located at VA Sacramento Medical Center, 10535 Hospital Way, Mather, CA 95655. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR Subpart 6.302-5(b)(6) and VAAR 819.7007 Sole source awards to service-disabled veteran-owned small business concerns. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. The NAICS code is 333414 and the small business size standard is 500 employees. Scope of Work: The contractor shall provide all labor, equipment, materials, transportation and resources necessary to repair in accordance with the manufacturers and VA specifications, eight (8) VAMC Fulton ICS 9.5 Steam Boilers, four (4) Cleaver Brooks FLX Boilers and one (1) PVI H/W Boiler with two burners. FOB: Destination. Safety Valve following a Steam Pressure Reducing Valve Station (PRV) a. Install 15 psi (steam) safety relief valve and lockable isolation valve (ball type) sized for existing pressure reducing station to the Deaerating Boiler Feed Tank. b. Install drip pan elbow and vent pipe to roof with support system and drain for item #1. Feed Water Deaerator Steam Safety Valve a. Install 11/2 X 2 10 psi (steam) safety relief valve sized for existing Deaerating Feed Tank. Boiler Water Level Control Low Water Cutoff (LWCO); Auxiliary Low Water Cutoff (ALWCO) a. Retro-fit (8) Fulton 9.5 steam boiler water columns (probe to float) to include: a) high water alarm (probe); b) feed pump off; c) feed pump on; d) low water alarm; e) low water cutout non-recycle (probe); f) auxiliary low water cutout non-recycle (float type). Forced Draft Motor Interlock a. Install 14 current relays on forced draft motors (interlocked to CAP circuit). The provisions 52.212-1, Instructions to Offerors (JUN 2008), as modified, applies to this acquisition. Addendum to FAR 52.212-1 includes VAAR 852.270-1 Representatives of Contracting Officers (Jan 2008). The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Mar 2009) with addendum is applicable to this acquisition.
