- PLEASE READ ALL REQUIREMENTS CAREFULLY BEFORE RESPONDING TO THIS ANNOUNCEMENT. In accordance with the Federal Aviation Administration's Acquisition Management System, 3.2.1.2.12, the Western Pacific Region is announcing a solicitation for full and open competition for the subject project. The Federal Aviation Administration, Western Pacific Region, intends to award a construction contract for the subject project. The FAA contemplates award of a firm fixed price contract. The magnitude of the construction project is from $250,000.00 to $500,000.00. The period of performance is 60 calendar days. This project is a full and open competition. The NAICS Code for this project is 238210. Contractors must have the ability to perform construction projects under NAICS code 238210- Airport Runway Lighting Contractors. This code must show on the CCR and the Business Declaration. Project Scope: The work consists of contractors furnishing all necessary labor, materials, equipment and services required to replace and install four new Runway End Identifier Lights at McCarran International Airport, Las Vegas, NV. Scope of the project is installation of a new REIL Power and control station, and two new REIL Identifier Unit Assembly's (IUA), and the installation of power and control between the P/C station and the IUA's. Separate power and control raceways between the two IUA's shall be bored under the runway/taxiway, as approved. Prime contractor must perform 15% of the work Criteria 1:Interested Bidders are required to submit successful completion of Approach Lighting Systems on major airports similar to the Las Vegas McCarran International Airport (an OEP airport) within the last three years as the prime contractor. Criteria 2: Qualifications of Key Personnel include a Project Manager that has at least three years experience in this position with at least one FAA Approach Lighting System installation on a major operating airport similar to the McCarran International Airport and a Superintendent that has at least three years experience in this position, with at least one FAA Approach Lighting System installation on a major operating airport similar to the McCarran International Airport. This notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individual, and women owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
