- This Presolicitation Notice is intended for Reference RFP Number 277-10-0344. We created RFP Number 277-03-0344A for purposes of getting this posted on Federal Business Opportunities due to technical difficulties. The Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years entitled Substance Abuse and HIV Prevention Technical Assistance Coordinating Center,” Reference No. 277-10-0344. This project is Set Aside for Small Business under NAICS Code 541690. The mission of the Substance Abuse and Mental Health Services Administration (SAMHSA) is to bring effective substance abuse and mental health programs to every community. SAMHSA carries out this mission by compiling prevention, treatment and rehabilitation knowledge, identifying and promoting evidenced based programs, and building capacity at the State, regional, and local levels to infuse prevention, treatment, and rehabilitation knowledge and programs into every community in the United States. The Center for Substance Abuse Prevention (CSAP) State Block grants for prevention and treatment, cooperative agreements, and contracts are designed to develop knowledge on evidenced based practices in substance abuse prevention including HIV prevention. In 1999, SAMHSA/CSAP implemented the Minority AIDS Initiative that provides funding to non profit community based organizations, faith based, tribal organizations academic institutions for direct substance abuse (SA) and HIV prevention services to address health disparities in minority communities. The MAI goal is to build and strengthen capacity of minority serving organizations and institutions to increase their effectiveness of delivering substance abuse and HIV prevention services, organizational development, and infrastructure, and increase community action to the epidemic of HIV incidence in communities of color. The current SAMHSA/CSAP Minority Education Institution (MEI) contract was awarded in Fiscal Year (FY) 2005 provides administrative support training, logistics report writing and technical assistance to funded MAI funded grantees, and MEI subcontractors to address the need for SA and HIV prevention to at risk minority populations and subpopulations. These programs are designed to increase the capacity of community-based organizations, minority-serving institutions Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, and Tribes to implement prevention programs by assisting the field in implementing SAMHSA’s Strategic Prevention Framework (SPF) using evidence-based practices and environmental strategies. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods. The estimated date for issuance of the RFP is April 9, 2010 with proposal responses due on May 9, 2010. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from FedBizOpps; Files will not be made available until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above to request a copy of the amendments (if any) to the RFP be sent to you by mail, or check the FedBizOpps regularly for the amendments which can be downloaded electronically. You may choose either of the two methods for obtaining the RFP and amendments. Note, however, that if you rely on the FedBizOpps for obtaining the RFP and amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, that you have downloaded these documents. All RFP requests must cite the RFP Number. Requests for copies of the RFP must be made in writing. Fax requests will be accepted at (240) 276-1510, but please confirm by phone that your fax request has been received. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
