Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), Center for Mental health Services, (CMHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the University of Maryland, Center for Mental Health Research, 737 West Lombard Street, 5th Floor, Suite 560, Baltimore, MD 21201-1701. The purpose of this contract is to administer the evaluation program that was designed and developed in the earlier contract for each of the three entities that have an MOU to adapt and offer the program. This evaluation will assess: How well this program works using the same dimensions as those that were measured by the Australian research. Quality of the training Development of helping skills inherent to the program Development of knowledge about mental illness Willingness to provide mental health first aid Mental wellness of the participant pre-post participation How well the program supports development of an understanding and support of the concept of recovery of an individual who experiences mental health dysfunction or mental illness. How well the training retains fidelity with the written manual and teaching notes that were adapted for the U.S. but approved by the Australian authors Whether the selection criteria used to select instructor candidates has been followed and has its use resulted in selection of instructor candidates that can be effective in offering this program? The appropriateness of the twelve hour timeframe for the program as well as the appropriateness and quality of the audio and video components of the program? The contractor shall be responsible for but not limited to the following tasks: Task 1: Meet with the Project Officer and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this purchase order. Develop a work plan. The Project Officer and other CMHS/SAMHSA staff will review the plan for consistency with Center priorities and guidance. Modify the work plan in response to comments provided by the Project Officer. Task 2: Completion of an evaluation of the Mental Health First Aid United States Program as outlined above. Task 3: Development of a final report with conclusions and recommendations The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
