Description

This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. The justification for limiting sources is that Tandberg is the sole proprietor of the Tandberg 3000MXP Bundle and support. Purchasing these four (4) Tandberg 3000MXP Bundles will ensure direct compatibility with other USJFCOM Directorates along with the ability to leverage existing technical operational and maintenance skills that reside within J-9 and other USJFCOM Directorates. Additionally, Adtran maintains the product rights to the Adtran ISU512 Network Termination Device which allows for maximum VTC network compatibility. Tandberg and Adtran are the only manufacturers who can provide the required VTC hardware and software capable of interfacing with the currently installed VTC network. As a result, this requirement is sole source to Tandberg and Adtran.
