Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Nature and/or description of the action being propose DEA proposed to conduct a sole-source procurement for the effort described in paragraph below, which necessitates the approval of this Justification for Other than Full and Open Competition (JOFOC). Ther services will be acquired via award of an open market purchase order. The proposed contractor is Allied Cofnerence. Description of the supplies or services requried to meet the needs of the Agency The Office of Global Enforcement is coordinating arrangements for the Twenty-seventh International Drug Conference (IDEC). IDEC XXVII is scheduled to occur in Rio de Janeiro, Brazil from April 27-29, 2010. DEA requires the services of a company with extensive audiovisual equipment as well as simultaneous interpretation services in English, Spanish, Russian, Portuguese, and Arabic. Identification of the staturory authority permitting other than full and open competition The authority cited for permitting other than full and open competition is 41 U.S.C.253(c)(1), and FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires the use cited IDEC is an operationally based conference that requires extensive familiarity with drug law enforcement culture and terminoloty so simultaneous interpretaion is fluid and can be easily understood by over 400 foreign counterparts. The Audiovisual and simultaneous interpretation requirement includes the following responsibilities: 1) Interpreter selection & Contracting 2) Audiovisual contracts 3) Meeting Management-Pre-Conference coordination between organizers, hotel, and vendors 4) Setup Activities 5) Audiovisual testing 6) Presentations 7) Technical services adherence to scripting 8) Operation 9) Anticiapation of possible hurdles to seamless operation 10) Transparent problem-resolution 11) Attention to delegate special tech requests/needs 12) Interpreter coordination and support to foreign service national language facilitators 13) Document support to interpreters 14) Special events technical support requirements 15) On-the-spot purchasing and/or contracting of unforeseen requirements 16) Internal real-time communications loop between technical coordination/organizers/audio visual/interpreters and 17) Post-conference accounting and settlment.
