- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JB-10-T-4017 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-36. (IV) This acquisition is reserved for a Small Business concerns; however, in the event that no Small Business concerns can meet the requirement the set-aside will be withdrawn and an award will be made to a Large Business. The associated NAICS code for this acquisition is 721110, standard industrial classification 7011, small business size $7 Million. (V) This is a NOT TO EXCEED type contract for non-personal services to provide all personnel, supervision and all other items and services necessary for conference rooms, meals, and lodging for up to 35 families. Check in Friday, 23 April 2010; checkout Sunday, 25 April 2010. Include a list of amenities and any areas of interest for the families attending the conference. Areas of interest may include those at the hotel/resort or located nearby (preferably within walking distance). (VI) Conference rooms, meals, and lodging for up to 35 families: CONFERENCE ROOMS: Conference rooms for Saturday and Sunday; Main meeting room should hold up to 30 adults with screen and microphone available. The Government will provide a laptop and projector. Second meeting room should hold up to 15 adults. Three separate smaller rooms are needed for the children. Rooms close to each other, but not necessarily close to the adult room (although it would be preferable) each room should be able to hold up to 15 children each. The Government will provide childcare. Infant/toddler room needs to be set up with a minimum of 2 tables, 4 pack-n-plays or cribs, microwave and mini refrigerator. Middle age room should have minimum of 4 tables, 10 chairs, and a TV/DVD. Teens room should have minimum 4 tables, 15 chairs, and a TV/ DVD. After dinner on Saturday night, the 40 adults will need to have a separate room (that is close to where they ate) to attend formal rededication of vows ceremony. Room will be used for up to one hour only. MEALS: Hotel /Resort shall provide breakfast, lunch, refreshments and dinner meals. Serve a hot breakfast buffet for two hours starting at 0700 on Saturday and Sunday to feed up to 70 adults and 40 children. Minimum foods to be included are scrambled eggs, potatoes, meat, pancakes, juice and milk. Serve a hot lunch buffet for up to 70 adults Saturday only to include minimum of one type of pasta, chicken, salad, potatoes, vegetable, two varieties of soda and water. Adults will eat separately from the children and will eat in their main meeting room. Serve a hot lunch buffet for up to 40 children Saturday only (close to their room); to include minimum of one type of pizza, pasta, chicken and side (examples are: Cheese pizza, chicken fingers, mac-n-cheese, and apple sauce). Dinner will be plated for up to 40 adults Saturday night only, and adults will eat separately from children. (Note: the location of the dinner does not have to be the same conference room as the lunch). Minimum of one meat, one chicken, one pasta dish, one potato and one vegetable (examples: roast beef, chicken, lasagna, potato, vegetable). Dinner for up to 25 children Saturday night will be separate from the adults and may consist of a different menu than the adults. Childrens dinner shall include at a minimum one type of pasta, chicken and side (variety from lunch menu is encouraged). In a different room, serve a buffet dinner for up to 30 adults and up to 15 children. Minimum of one meat, one chicken, one pasta dish, one potato and one vegetable (examples: roast beef, chicken, lasagna, potato, vegetable, salad, dessert). REFRESHMENTS: Provide refreshments for adults to include at a minimum coffee and water for morning; lemonade/water for afternoon; at least one snack (example: cookies). For infant/toddlers snacks to include at a minimum juice/milk/cheerios and/or goldfish snacks for morning and afternoon. For Middle age room snacks to include at a minimum juice/milk for the morning and juice/fruit punch, cookies/goldfish for afternoon. For Teenage room snacks to include at a minimum juice/milk for morning, juice/two kinds of soda, and two types of chips/goldfish for the afternoon. LODGING: Hotel/Resort to be within 30 miles of Midland, Michigan with amenities onsite or within walking distance. Hotel /Resort must be able to offer up to 35 rooms (non smoking with two double beds). Additional rooms may be required. (VII) FOB point is Origin. (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) The following provisions in their latest editions apply to this solicitation: FAR 52.212-2, Evaluation Commercial Items. The following factors will be used to evaluate offers: (1.) Availability of family entertainment, (2.) Menu, (3.) Price, and (4.) Cancellation policy. The Government intends to award a contract without discussions with respective Offerors. The Government, however, reserves the right to conduct discussions if deemed in the best interest of the Government. (X) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items with their offer.
