- MLN Product Fulfillment Draft SOW INTRODUCTION: The Centers for Medicare & Medicaid Services (CMS)is performing Market Research to determine capabilities in the marketplace for performing product fulfillment services and hosting and technical support services for the Medicare Learning Network's Learning Management System including web-based training courses, registration system and Medicare Learning Network (MLN) product ordering system. The product fulfillment services include maintaining inventory, packaging and mailing Medicare Learning Network (MLN) products to the health care community and the general public. The product media types consist of pamphlets, brochures, guides, manuals, videotapes, audiotapes, CDRom's, posters and publications. PURPOSE: The purpose of this SOURCES SOUGHT NOTICE is to determine the availability and capability of potential small businesses/small disadvantaged businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, veteran-owned small business, and women-owned small business) that can provide product fulfillment services and hosting and technical support services for the Medicare Learning Network's Learning Management System including web-based training courses, registration system and Medicare Learning Network product ordering system. The product fulfillment services include maintaining inventory, packaging and mailing Medicare Learning Network (MLN) products to the health care community and the general public. The product media types consist of pamphlets, brochures, guides, manuals, videotapes, audiotapes, CDRom's, posters and publications. The information/Capability Statements obtained from this market research will be considered in planning the appropriate acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH TO ASSIST IN DETERMINING THE APPROPRIATE ACQUISITION STRATEGY TO OBTAIN CONTRACTOR SUPPORT SERVICES TO PERFORM THE SAME OR SIMILAR REQUIREMENTS TO THOSE DESCRIBED IN THE ATTACHED DRAFT SOW. THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) MAY OR MAY NOT ISSUE A REQUEST FOR PROPOSAL. RESPONSES TO THIS SOURCES SOUGHT NOTICE SHALL BE THE SUBMISSION OF A CAPABILITY STATEMENT; ACCORDINGLY, CMS WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND: The Division of Provider Information Planning and Development (DPIPD) is the only division within the Centers for Medicare & Medicaid Services (CMS) that has the responsibility to educate all health care provider types nationwide. DPIPD's mission is to use education and customer service to build positive business-to-business relationships with physicians, health care facilities, providers and suppliers. To build these relationships, DPIPD works with Medicare contractors, CMS Central Office and Regional Office components and various health care organizations to ensure that health care professionals receive timely, accurate and relevant Medicare coverage and payment information. DPIPD is the only division level component in CMS that is responsible for deploying distance learning to all types of providers and all types of contractors. There is a wide variety of material and media we use to disseminate our educational information. In working to achieve its mission, DPIPD created the Medicare Learning Network. The Medicare Learning Network (MLN) is the products, services and activities that CMS and its Medicare contractors undertake to reach out to the Medicare provider community with education and customer service. The distance learning products and services of the Medicare Learning Network include train-the-trainer sessions, satellite broadcasts, videotapes, DVDs, CD ROMs, audiotapes, web-based training and computer based training courses, and publications. These products are available to health care providers free of charge through the Medicare Learning Network website, http://cms.hhs.gov/MLNGENINFO. RESPONSE REQUIREMENTS/INFORMATION: In order for CMS to assess a firm's capability, Capability Statements, submitted in response this SSN, shall include written responses that demonstrate the necessary knowledge, experience and ability to perform the SOW requirements. Specifically, Capability Statements (not exceeding 35 pages) shall include sufficient detail that clearly demonstrates your ability to provide the following services: 1. Respondents shall demonstrate their capability to meet SOW requirement to provide a hosting and database storage service for the existing Medicare Learning Network Management System by describing similar experience providing a hosting environment and database storage service. 2. Respondents shall demonstrate their capability to provide hosting service and database storage for the existing Medicare Learning Network Product Ordering System by describing similar experience providing a hosting environment and database storage service for a Network Product Ordering System. 3. Respondents shall demonstrate their capability to perform maintenance, upgrades and enhancements of the existing Learning Management and product ordering system. By describing their experience with maintenance, updating and enhancing an existing Learning Management and Network Product Ordering System. 4. Respondents shall demonstrate their capability to provide technical and troubleshooting support for learners using the MLN registration and product ordering system including help functions by describing their experience in providing technical and troubleshooting support for users of an on-line registration and product ordering system. 5. Respondents shall demonstrate their capability to provide hosting and maintenance of existing web-based training courses as well as loading newly developed web-based training course to the Learning Management System by describing their experience with maintenance of web-based training courses. 6. Respondents shall demonstrate their capability to provide programming that will allow new courses developed by CMS; communicate with the LMS by describing their experience with web-based training course programming. 7. Respondents shall demonstrate their capability and prior experience with web-based training courses SCORM compliance. 8. Respondents shall demonstrate their capability to provide a testing site for beta testing and pilot testing of the newly developed web-based training courses. This testing site should be accessible by CMS staff or individuals outside of CMS to test the courses while maintaining CMS IT security standards. 9. Respondents shall demonstrate their capability to maintain the database containing the information necessary for CMS to become an accredited provider of continuing education by describing their experience with maintaining a database. 10. Respondents shall demonstrate their capability to provide Medicare Learning Management System and Product Ordering System Maintenance by describing their experience with providing maintenance for a Learning Management and Product Ordering System. 11. Respondents shall demonstrate their capability to make any data table or system modifications to the LMS or product ordering system requested by CMS by describing their experience with Learning Management System modifications. 12. Respondents shall demonstrate their capability and experience with providing Product Fulfillment Service. 13. Respondents shall demonstrate their capability and experience in providing warehouse storage for product similar to the Medicare Learning Network Products. 14. Respondents shall demonstrate that key/essential personnel are highly qualified and are available to begin work immediately with short notice, in order to meet aggressive timelines. Interested parties should demonstrate the ability to staff up quickly, and have a training plan/ability. 15. Citations. Responses shall address corporate experience as well as personnel qualifications in the areas listed above. Note: Please refer to the draft SOW for additional information. Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 35 pages. This is not a solicitation for proposals and no contract will be awarded from this Notice.
