Description
This is a Sources Sought Notice and does not constitute a solicitation for proposal. The Joint Product Manager, Consequence Management (JPM-CM), is conducting market research to identify potential sources with the capability of providing real-time/near real-time Radiological Rapid Area Survey and Surveillance. More specifically, the instrument/system will be required to perform real-time/near real-time encrypted wireless transmission to the operations/tactical center of radiological field strength readings and background radiation levels. The detection area of focus is for Gamma radiation. The reach back transmission data should include date/time, radiation reading, and GPS location. In addition, the instrument/system shall have the capability to be man portable and can be operated unobtrusively in a crowd situation. The instrument/system is intended to be applied while walking (hands free operation). Solutions using the Armys current radiation detection equipment (i.e.: PDR-77 and UDR-13) are welcomed and encouraged. More detailed Thresholds and Objectives are identified in the ensuing paragraphs. Mission - The instrument/system is intended for the National Guard Bureau Civil Support Teams (NGB-CSTs). The CST mission is to support civil authorities at a domestic CBRNE incident site by identifying CBRNE agents/substances, accessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional state support. CST support to a pre-staged large public event (e.g., conventions, concerts, political, athletic), and other major events with significant populace attendance which are potential targets of terrorist interest. The CSTs primary mission is to respond to, assess, and assist mitigation activities for weapons of mass destruction events within the United States and territories. To perform these missions, the CSTs must be equipped to perform Radiological Rapid Area Survey and Surveillance. Environment - CST operations for the above described mission sets may involve the full range of environments from open areas to constrained spaces, dry/wet conditions, seasonal temperatures, flat terrain to complex urban terrain, with and without debris, ground to multi-level structures, with the possibility of contact with contaminants. For pre-staged events: the CSTs deploy prior to the scheduled event. The presence of large crowds is anticipated. Event locations can range from open space (e.g., field, grass, large open flat terrain) to structures (e.g., convention centers, stadiums, and multi- level architecture). For Consequence Management events: the CSTs deploy following the detonation or release of a suspected weapon of mass destruction. Simple to complex terrain (e.g., flat and open area to multi-level buildings and roads within a city), possibly hazardous conditions (e.g., downed electrical wires, broken water and gas lines), presence of airborne and surface contaminants, the range of climatic conditions, possibility of constrained spaces and damaging debris, are all potential environmental impacts upon CST operations. Operational Application - The Rapid Radiological Survey Instrument/system will be applied differently for the two mission sets described above. In the pre-staged event/mission: Prior to the event, the CST performs background readings to record naturally occurring radiation levels and to map and characterize the intended area. During the event, the CST will apply the instrument/system to determine if there is a change from the mapped background readings. The instrument/system will provide the user with visible and audible Gamma Radiation level readings while recording the information and simultaneously transmitting the data back to the tactical operations center for real-time/near real-time display. The CST member would rapidly survey the site as well as determine the presence and location of any radiological devices or sources. The CST may also apply the device similarly to an event portal/entrance for the rapid and unobtrusive screening of entering crowds. In the Consequence Management event/mission: the CST will map the contamination area, not only to identify the boundaries of radiological contamination, but also to map radiological intensities within the event perimeter. The CST member using the instrument/system will walk through the event zone. The instrument/system will provide the user with visible and audible Gamma Radiation level readings. In addition, the instrument/system will record the information and simultaneously transmit the data back to the tactical operations center for real-time/near real-time display. Upon completion of the activity, the instrument/system is decontaminated and prepared for subsequent use. Requirements - There are two types of requirements criteria: Threshold and Objective. Threshold is the minimum requirement the instrument/system must meet. Objective is the desired capabilities for the instrument/system. Threshold and objective requirements are shown in the attached file. Interested sources that believe they can meet the above requirements shall provide the U.S. Army a description of their proposed item and how it meets the requirements and a brief summary of their companys capabilities. Information, at a minimum, should include: Informational brochures, published technical specifications, 3rd party performance verification, company name, address, telephone number, facsimile number, and type of business (large or small) and point of contact. Participation in the JPM-CM survey is voluntary, and the government does not intend to pay any costs associated with this sources sought announcement. Failure to provide detailed information to the survey may limit opportunities for product(s) to be considered for future requirements associated with this program. This Market Survey is for planning purpose only and should not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Market Survey or otherwise pay for information solicited. There will be no opportunity for questions and answers associated with this RFI. All proprietary data that the respondent intends to be used only by the Government for evaluation purposes must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104.4; 52.215-1(e). The respondent must also identify all technical data contained in the white paper that is to be treated by the Government as subject to restrictive markings. In the absence of such identification, the Government will assume to have unlimited rights to all technical data submitted.
