- This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VTCD0062A001. This acquisition is set aside 100% for small business. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: Repair CANNON Load Banks CLIN 0001 (14 Each) Magnacraft 120 VAC 30A Relays for Load Bank L-6100 Serial #3544 CLIN 0002 - Labor to repair Load Bank L-6100 Serial #3544 CLIN 0003 (14 Each) Magnecraft Relay 120VAC, 30A, 389FXCX100 Serial #33546 CLIN 0004 (18 Each) 7.45 OHM Resistors CLIN 0005 (1 Each) Special Fan Pane for L-6100 CLIN 0006 (1 Each) Resistor Grill CLIN 0007 Labor to repair Load Bank L-6100 Serial #33546 CLIN 0008 (1 Each) Freight (If applicable) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39 effective 19 March 2010, DFAR DCN 20100315, and AFFAR AFAC 2009-1030. The North American Industry Classification System code (NAICS) is 517410, Satellite Telecommunications. The Standard Industrial Classification (SIC) is 4899, Communications Services, Not Elsewhere Classified. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: In addition to price, when determining best value, the ordering activity may consider, among other factors, the following: (i) Past performance. (ii) Special features of the supply or service required for effective program performance. (iii) Trade-in considerations. (iv) Probable life of the item selected as compared with that of a comparable item. (v) Warranty considerations. (vi) Maintenance availability. (vii) Environmental and energy efficiency considerations. (viii) Delivery terms. Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
