- Tree Planting Specifications Price sheet and solicitation document SF-1449 This procurement is funded with American Recovery and Reinvestment Act funds. Reporting is required. Award of a purchase order is subject to the availability of funds. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Quotes are being requested. The solicitation number is AG-5F48-S-10-0005 and is issued as a Request for Quotation (RFQ). This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-38. These include, but are not limited to: (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-3 Offeror Representations and Certifications—Commercial Items (3) FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and (4) FAR Part 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 115112, Soil Preparation, Planting, and Cultivating, which is $7.0 million average annual income. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Wisconsin, is seeking a Contractor to furnish all labor, equipment, materials, and incidentals required for tree planting and herbaceous weed control of approximately 53 acres consisting of four (4) sites for the NRCS Emergency Watershed Protection Program – Floodplain Easements. All work shall be done in accordance with the Tree Planting Plan. Sites 1 and 2 must be planted between May 6 and May 19 to avoid a state threatened species. Sites 3 and 4 planting may start when trees are available and site conditions allow and shall be completed prior to May 19, 2010. No site showings are planned and/or scheduled. In order to receive consideration for award, prospective contractors are requested to submit quotes consisting of the following: 1. signed SF-1449, completion of blocks 17a (include DUNS #), 17b, 30a-30c 2 page 2, Continuation of Blocks 19-24 from SF-1449, provide pricing for all items 3. Include a summary of the offerors’ most recent three similar projects. For any past work stated, provide: • applicable customer name • size of project (in acres) • contract dollar values • description of work performed, and • period of performance • name, phone number and e-mail address of the person who can verify your past experience/performance. 4. be registered in Central Contractor Registration, CCR, www. ccr.gov 5. have Annual Representations and Certifications in ORCA, http://orca.bpn.gov Quotes can be e-mailed to tami.lanier@wi.usda.gov. The Government intends to make award(s) without discussions. All questions or requests for clarifications shall be submitted to Tami Lanier at tami.lanier@wi.usda.gov. Please direct all questions via email only, no later than 2:00 pm 4/5/10. Questions received after this date and time may not be addressed. Answers to all questions submitted will be provided altogether as an amendment to this solicitation as soon as possible after the time and date listed above.
