- Description
- The U.S. Army Corps of Engineers, New England District issues a pre-solicitation notice for a contract at Ten Mile River located in East Providence, Rhode Island at the head of Narragansett Bay directly to the east of Providence, Rhode Island. The proposed aquatic ecosystem restoration plan would restore anadromous fish migration to the lower Ten Mile River. The plan consists of providing fish passage at the three lowest dams on the Ten Mile River; Hunts Mill Dam and Turner Reservoir Dam. The proposed work at Hunts Mill Dam consists of constructing a 4-foot wide concrete Denil fishway within the existing historic mill foundation adjacent to the western side of the dam. The entrance to the fishway would be situated near the base of the dam. The fishway is made of reinforced concrete cast on bedrock and will extend from the base of the dam to the top of the spillway with approximately an 8.5-foot vertical rise. A trapping system would be constructed within the exit channel. Minor salvage and restoration of a historically significant stone masonry wall will be required. Cofferdams will be required to dewater the construction area. The proposed work at Turner Reservoir Project consists of constructing a 4- foot wide concrete Denil fishway that would be placed adjacent to the eastern abutment of the concrete spillway in the river. The fishway is made of reinforced concrete supported on drilled shafts and will extend from the base of the dam to the top of the spillway with approximately a 15-foot vertical rise. Cofferdams will be required to de-water the construction area. The NAICS code for this procurement is 237990 with a size standard of $33.5M. This project is being advertised on a Unrestricted basis. The Request for Proposal and amendments, if issued will only be available online. Interested vendors can download the solicitation via the Federal Business Opportunities (FBO) website (www.fbo.gov). The solicitation will be made available on the Internet on or about 13 April 2010. The due date for the proposal will be stated in the solicitation. Requests for solicitation documents by telephone, fax or email will not be honored. The Government intends to make award to the lowest price, technically acceptable offeror. Instructions and evaluation factors will be provided in the solicitation. All responsible small business may submit a proposal for consideration.
