- RECOVERY - CMS intends to award a Task Order under its contract HHSM-500-2010-00001I for Chronic Care Warehouse (CCW) Enhancement to Support Comparative Effectiveness Research (CER). The purpose of this Task Order is to enhance the Chronic Condition Data Warehouse (CCW) and continue to operate the Research Data Distribution Center (RDDC) to support Comparative Effectiveness Research (CER). These enhancements will enable CCW to provide a unique data resource to support CER. It will support longitudinal analysis of Medicare data from 1999 through present, link data across the continuum of care, be representative of the full Medicare population, and provide a large enough data set to support the study of small populations and relatively rare events. The Data enhancements will require the acquisition of additional hardware and software to have the capability of supporting this larger data warehouse. This will double the size of the Medicare population data in the CCW database and add ten years of dual eligible (Medicare/Medicaid) beneficiaries data to the database. In addition, the contractor will add other data sources to the Medicare administrative data in order to support a broad range of comparative effective projects. It is anticipated that by using a very large administrative claims database and by mining ten years of Medicare/Medicaid utilization data, information can be obtained faster that highlights what works in health care. This information can be used to develop practice guidelines and other methods to promote informed health care decision making. In addition to the CER enhancements, this Task Order includes the purchase of National Death Index data from the National Center for Health Statistics (NCHS). CMS has an application with NCHS to obtain this data. The contractor will be responsible for incorporating the data into the database for CER projects and for maintaining the CER enhanced database and making the data available to internal and external CMS researchers. The period of performance is twenty-four months.
