- RFI VA798-10-RI-0068 Questions and Answers, 1 through 12. Question 1: Is there any leeway for [an interested party] to submit a late response? If not, will this be a Full and Open competition wherein we could still be competitive though we will not have responded to the call for responses to the governments RFI? Answer 1: Late responses to RFI VA798-10-RI-0068 will not be accepted. The competition method for this requirement has yet to be determined and possible participation in this requirement is not contingent upon responding to RFI VA798-10-RI-0068. ***** Question 2: I am seeing that the reply date has been extended to March 31, 2010 and the Pre-Solicitation Conference has been moved out to April 20-21, 2010. Do you anticipate answering questions between now and March 31, 2010? If not, we may just go head and submit our response? Answer 2: We will answer questions via amendment to RFI VA798-10-RI-0068 between the issuance of the RFI and the RFI response due date and time of March 31, 2010 (3:00PM EST). ***** Question 3: It is mentioned that the Industry Day will include demonstrating our capabilities in that area. If able, can you discuss how the government will like to have these demonstrations take form? Answer 3: Please see question 10. ***** Question 4: I was wondering if it would be possible to attend the pre-solicitation conference to listen and gain some perspective on what is out there and maybe see if we can garner any ideas on how to improve our processes as well? Answer 4: More information about the conference location, times, and registration will be issued via amendment to RFI VA798-10-RI-0068. ***** Question 5: Where is the potential place of performance for this effort? Answer 5: The potential place of performance for this effort is To Be Determined (TBD). ***** Question 6: With the latest modification under Fed Biz Opps, I'm trying to clarify how much information you are asking for by Monday? As a sources sought notice are you looking for us to express interest as a bidder and learn more about your requirements during a Conference planned the first week of April, or are you seeking a lengthy document for review and consideration? Answer 6: RFI VA798-10-RI-0068 is a sources sought notice and describes the VA's requirement. The capability statement should be no longer than 10 pages, see RFI VA798-10-RI-0068 for details on capability statement format. ***** Question 7: Who is there an incumbent vendor that provides these services currently? Or is this a completely new requirement? Answer 7: There is no incumbent for this requirement. This is a new requirement. ***** Question 8: Is a response required to be included in the Vendor conference? If so, is there a way that we could be granted an extension to 3/26? Answer 8: A response to RFI VA798-10-RI-0068 is not required to be able to attend the market research conference. The response date and time have been extended to March 31, 2010 (3:00PM EST) via previous amendment. ***** Question 9: Does the two areas below translate to the need to provide a "cost estimate" for the respective RFI areas in the response as well? 1. The VA Enterprise Supply (Value) Chain Assessment is important so that all areas of potential non-compliance are identified, documented, and priced. The contractors' implementation methodology will provide best industry practices for the following services: (a) A recommendation for the most efficient organization and methodology for the operation of the VA Medical Surgical products and Prosthetics devices supply chains. (b) A recommendation for world class transformation methodologies, including but not limited to, the equipment, software, firmware and hardware required to facilitate VA enterprise supply chain management. (c) A recommendation for the Professional enterprise supply chain management "back office" support. (d) A recommendation for providing data analytics of VA enterprise procurement data. (e) A recommendation for the methodology for conducting product and data standardization. (f) A recommendation for establishing, updating and optimize the VA's E-Catalog. 2. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that any cost estimates provided as a result of this RFI are "best" estimates only. Answer 9: Respondents are not obligated to provide cost estimates in response to RFI VA798-10-RI-0068. ***** Question 10: It is mentioned that the Industry Day will include demonstrating our capabilities in that area. If able, can you discuss how the government will like to have these demonstrations take form? Answer 10: Per RFI VA798-10-RI-0068 "The conference will give contractors the opportunity to present their latest approaches to Enterprise Healthcare Supply (Value) Chain Management." Format would be a general capability presentation. ***** Question 11: While I realize that this Sources Sought Notice is for the purpose of collecting Capabilities Statements, I was hoping to find out if the outlined required work is currently being performed by an incumbent contract or if this a new requirement that may be procured at some point in the future. If there is an incumbent, I was hoping to learn the name of the incumbent contractor, the contract number, the expiration date, and the total value of the contract, including any and all options. Answer 11: There is no incumbent. ***** Question 12: Is a response to this RFI a prerequisite for future participation? Is it necessary to establish a team for this response for those areas we do not have expertise or will the government recommend teaming partners after you have reviewed the responses? Answer 12: Possible participation in this requirement is not contingent upon responding to RFI VA798-10-RI-0068. Establishing a team to respond to RFI VA798-10-RI-0068 is a business decision that interested parties will need to make of their own accord. *****
