- Request for Information (RFI) Pursuant to FAR 15.201(e) Fire Records Digitization Project NAICS CODE: 561410 Description: The USDA Forest Service (FS) is issuing this Request for Information as part of market research for the availability of potential sources interested in developing and implementing a digitization process for fire records created as a result of trespass fire suppression on National Forest System lands. During recent years, since the centralization of the FS Claims Program and the establishment of Department of Justice (DOJ) Fire Cost Recovery Litigation Teams, the Government has recovered approximately $200 million in suppression and resource damage costs resulting from trespass wildfires. In order to support these cases during the billing and litigation processes, the Agency must identify, gather, certify and analyze various types and volumes of fire records for each incident. This is necessary in order to support the total damage amount being sought. Past and current processes involve locating and gathering these records after the fire is out and the documents are disbursed to a multitude of offices around the country. In addition to being extremely time-consuming and requiring resources that many offices do not have, the processes often result in the loss or misplacement of some records. The types of records involved include cost documents (contracts, payroll, travel, fleet, etc.) and action/decision documents (incident history, administrative records and large maps). Historically, fire cost documents have been stored at the units that provided the resources; the action/decision documents have been stored at the incident unit as fire boxes. Objectives: The overall objectives of the Fire Records Digitization Project are to: Provide legally acceptable and admissible electronic Agency records for claims-related litigation. These records must meet Agency and Department standards. Protect all Personally Identifiable Information (PII) and any other Privacy Act Information; Electronically capture and preserve fire records in a timely manner, as soon as the incident is over, to prevent loss and misplacement of any documents; Provide a master electronic file containing copies of all original fire documents, one which can be duplicated for various uses (listed above), eliminating the need for making and preserving multiple hard copies. (All duplicate releases must be carefully tracked.) Note: Two master files are required: one unredacted master copy of all original documents, and one redacted master copy of all original documents. Scope and Parameters: This project will be implemented for a two-year pilot period. The parameters are: Trespass fires costs are anticipated to exceed $100,000 and there is a high likelihood that the trespasser will be identified; Incidents resulting in fatality or serious personal injury (not necessarily limited to fire incidents); Incidents resulting in significant damage to personal property documented potential defensive claims (three or more) from multiple property owners (not necessarily limited to fire incidents); Escaped FS Rx fires resulting in private property damage. General Requirements May Include: Background/security clearances for all contractors and their employees; Training and pre-work meetings with FS personnel; Ability to scan documents and convert them to digital (pdf) on CD, DVD or external hard drive; Large format and wide format scanning abilities; Photo and color scanning abilities; Map scanning ability; File structure development (to include ability to locate specific documents and ability to locate items filed in multiple files); Quality control validation of scanning completion; On-site/mobile document imaging capabilities.
