- The US Army Corps of Engineers, Afghanistan District, Kabul, intends to issue a Request for Proposal (RFP) to award a Firm Fixed-Price Construction Contract for the expansion of the ammo bunker complex at Pol-e-Charki, in Kabul Province, Afghanistan. The expansion will consist of an increase of 363,000 square meters of area added to the existing complex, 25 additional NATO-designed ammo bunkers and accompanying infrastructure. Infrastructure will include paved areas, drainage systems, gravel road networks, guard shacks, and concrete guard towers. The contractor will site-adapt existing plans for this project. The period of performance is 365 days. The estimate for this project is between $15 million and $20 million. The Government will evaluate and select for award, the qualified Offeror whose proposal is determined to be the Lowest Price, Technically Acceptable (LPTA) to the Government. All information must be presented in English. The Contractor will be required to have a minimum of one English-speaking representative to communicate with the COR at all times when work is in progress. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237990. This acquisition is unrestricted, full and open competition. Solicitation Number W5J9JE-10-R-0063 will be available on or about 10 April 2010, with offers due 10 May 2010. No paper copies of the solicitation will be made available. Electronic Bids will not be accepted. Requirements: DFARS 252.204-7004 Required Central Contract registration applies to this procurement.
