- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. F5F3CE0021A001 is issued as a request for quotation (RFQ). This is a firm-fixed price acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14, Effective 03 August 2009. This is a 100% small business set-aside NAICS Code 561730 size standard $6.5 million. The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and other items and services necessary to prune, trim and cut down trees at March ARB, California. The contractor shall trim fronds, dead or excess fronds off 274 palm trees throughout the base. All trees and palms shall be trimmed away from buildings, power lines, and streets. All trees and palms that shall be trimmed are marked with red tape before the period of performance. Also, a map will be provided to show locations of the trees and palms. The contractor shall remove debris produced by tree/palm trimming at the end of each workday. All debris shall be removed and disposed of off the base daily. The contractor shall exercise care to avoid damaging existing power lines and irrigation. Any such damage shall be restored through repair or replacement as directed by the Contracting Officer (CO) at the contractor's expense. Prior to beginning the work, the contractor shall indicate to the Government any operations that may inhibit normal traffic flow. The contractor and all workers shall wear proper safety gear while working on or around the base. Period of performance is 45 days after contract award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and past performance factors considered in accordance with FAR 52.212-2 Evaluation-Commercial Items, with both factors having the same weight in the evaluation process. Evaluation may be made without discussions with the offerror(s). Offerors will provide a minimum listing of 3 jobs of similar size and scope completed along with contact references to verify past performance. All interested parties are responsible for monitoring the FedBizOpps website at http://www.fedbizopps.gov for status of this combined synopsis/solicitation and any applicable amendments thereto. To be eligible for award under this combined synopsis/solicitation, offeror must be registered on the Central Contractor Registration (CCR) at http://www.ccr.gov. Effective January 1, 2005 in accordance with FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, offerors are required to submit on-line representations and certifications (ORCA) application at http://www.bpn.gov/. A site drive to view where all trees are located on March ARB will occur on 13th April, 2010 between the hours of 9:00 AM PST and conclude at NOON PST or sooner. March ARB base personnel will provide a bus staged inside the base near the parking lot near the main gate. The bus will depart for the site drive at 9:00 AM PST and return around NOON PST or sooner. Offerors have until April 9th, 2010 at 4:00 PM PST to email or fax their drivers license and proof of insurance to the Contracts Specialist if they want to drive their vehicles inside the base and park near where the bus departs. All offerers driving onto the base must arrive at least 8:30AM PST on the April 13th 2010 to obtain their permit to drive into the base. If you do not have a valid drivers license and proof of insurance you will not be allowed to drive into the base. If you do not have a valid license or proof of insurance you will not be allowed to park your vehicle at the main gate, you must park your vehicle at your own risk on the north side of Cactus BLVD and be escorted by walk-in into the base by the Contracts Specialist. The Contracts Specialist will meet and escort all walk-ins at the main gate at 8:45AM PST April, 13th 2010. All offeror must adhere to strict times in this synopsis or risk being eliminated from competing for the contract.
