- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), San Diego Bird Quarantine Facility intends to issue a sole source Purchase Order with Otto Environmental, LLC located in Milwaukee, WI for Avian Isolette bird isolation chambers under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) and 42 U.S.C. 253(c)(2). Isolation of imported birds is conducted by USDA APHIS at the San Diego Quarantine Facility, the New York Animal Import Center, and the Miami Animal Import Center. The Avian Isolettes from Otto Engineering have been specifically designed to meet the needs of USDA APHIS at these bird quarantine facilities. The bird isolation chambers are biologically secure and self-contained. They were tested by the University of Georgia Poultry Research and Diagnostic Center with subsequent trial and testing by the New York Animal Import Center with final approval given by USDA APHIS staff. Previous purchases of these Avian Isolettes have been made for all three facilities. The purchase order will have a firm-price of $34,750.00 for ten units which includes shipping to the San Diego Bird Quarantine Facility. This notice is for informational purposes only. No formal solicitation will be issued. Interested sources that are capable of providing equivalent bird isolation chambers are encouraged to submit statements of capability to the contracting office. Small Business concerns are encouraged to participate. This is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to possibly conduct a competitive procurement in the future. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide Tax I.D. Number, Duns Number, point of contact information, past performance and references regarding your ability to provide this item along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
