- NOTICE OF INTENT : Address Hygiene Software Enterprise License for Mail Management Project The Internal Revenue Service intends to award on a sole source basis a delivery order for address hygiene software products, to a single GSA Schedule contractor. This purchase order will be made under the Authority of FAR Part 8.404 – Use of Federal Supply Schedules. IRS has a variety of systems and applications which use taxpayer mailing addresses to send IRC required notices and letters. Currently, these systems use multiple licenses for FINALIST and Code One Plus software products to perform address validation. The licenses, however, are only for batch-mode and only access from ECC-MTB is allowed. The agency has a need to improve its address hygiene processes in order to cut correspondence costs and improve the effectiveness of taxpayer contacts. These requirements apply globally to all systems (whether modernized or legacy) which input, update, maintain or otherwise modify foreign or domestic address information. 1.Enterprise Licensing for all domestic and international address validation/hygiene processing. The license will provide the following capabilities: a.coverage for both batch and real-time availability processing. b.coverage for remote and site access to the software. c.coverage on all Tier 1 (e.g., IRS IBM and Unisys) computing environments and applications including GMF, CADE, AMS & CADE 2. d.coverage for production, development, testing and disaster recovery environments and on multiple LPARS that support address hygiene processing. e.coverage for all Tier 2 platforms which perform address hygiene including AIX, WINTEL, UNIX and SOLARIS. f.coverage for Tier 3 (e.g., Windows-based) systems which perform address hygiene. g.coverage for web-based environments including modernized eFile which require taxpayer address validation. h.compatibility with all database software used for addressing (e.g., DB2 and Oracle.) 2.The license will provide a product or products that meet all applicable USPS standards for address validation, and which will be updated with all USPS & available international delivery point changes on at least a monthly basis. IRS has made no architectural decisions on using address hygiene software in a centralized or distributed manner or in a mix of approaches. Therefore, the license must allow for a mix of approaches with various IRS systems and applications and must readily facilitate changes in the software’s IRS deployment and use. Only Pitney Bowes Inc., has expertise in providing this unique software which the IRS has already been using for many years. Its portability, transparent operability and existing IRS internal knowledge across mainframe, UNIX, LINUS, and windows provides for a seamless process. The address hygiene software needed is immediate due to the critical nature of the required support for existing applications. Pitney Bowes Inc., is the only Federal Supply Schedule holder for Address Hygiene Software License.
