- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to issue a competitive small business set-aside procurement for advisory and assistance services to Evaluate the Impact of Incentives Demonstrations on Participation in the Summer Food Service Program. USDA is committed to ending childhood hunger by 2015. A key challenge in meeting this commitment is the problem that food insecurity increases over the summer months, a period when school lunches and breakfasts are unavailable to most children. USDA's Summer Food Service Program (SFSP) was developed to "fill the gap" and provide meals to needy children during the months when school is not in session. However, peak SFSP participation has rarely exceeded 10-15 percent of average participation in free and reduced-price school lunches. FNS seeks a qualified contractor to gather administrative data that can help FNS determine whether meaningful increases in participation (coverage) occur if (i) summer feeding providers are given financial incentives to increase their number of operating days or (ii) funds are made available for educational and recreational activities and programs that engage children and give them incentives to keep coming back. For Fiscal Years 2010 and 2011 and for as many of the fiscal years from 2006 to 2009 as feasible, collect specified administrative information from all demonstration States and up to 4 comparison States to be selected by FNS; organize the information into a statistical database (SAS or SPSS). Most information items are reported by States to FNS on forms FNS-418, FNS-143, and FNS-269. Some of the administrative data to be compiled is on file at the State level and the remainder of the administrative data is on file at the SFSP Sponsor level. Interested parties may submit capability statements that demonstrate its ability to perform all elements of the requirement as described in this notice. Your response must include a description of your past experience on at least three (3) similar projects consistent in scope, size and complexity with this requirement which you performed in the past three years. Contact information for references on the described, similar projects shall also be provided. All responses must be submitted to belal.hammad@fns.usda.gov NO LATER THAN 4:00 p.m. on April 02, 2010. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
