- RECOVERY -- This Project is an American Recovery and Reinvestment Act (ARRA) action. Receipt of award is contingent upon the offeror’s meeting the requirements of Section 1512 (reports of use of funds) of the Recovery Act. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to solicit proposals to obtain laboratory support to conduct numerous assays utilizing biospecimens collected as part of the National Standard for Normal Fetal Growth Study. This contract will be procured through RECOVERY ACT Funding. The successful offeror shall provide the requisite personnel, facilities and services to establish, conduct and support laboratory research for the following anticipated assays: a) metabolomic profiles for the discovery of novel biomarkers and investigation of etiology of glucose intolerance using blood specimens (non-targeted and/or targeted approach) b) adipokines and related cytokines in blood specimens (adiponectin and high molecular weight (HMW)-adiponectin;leptin, soluble leptin receptor, retinol binding protein 4, resistin, c-reactive protein (CRP), Interleukin-6); c) metabolic markers (insulin, C-peptide, hemoglobin A1C, insulin-like growth factor 1 (IGF-1), ghrelin, glucagon-like peptide-1 (GLP-1)); d) Biomarkers for iron metabolism (ferritin, soluble transferring receptor, prohepcidin, hepcidin, etc); e) 25-hydroxy-Vitamin D, sex hormone binding globulin (SHBG), estradiol, progesterone, and testosterone; f) DNA methylation in candidate loci and telomere length. The analytes being proposed were chosen because they are putatively implicated in fetal growth, glucose homeostasis, or both. It is anticipated that essentially all the assays planned will already have been developed, with standard kits or as published or well documented methods in the research literature. As a result of this announcement, the NICHD anticipates awarding a single cost reimbursement contract with fixed price per assay components. The period of performance is two years. The NICHD anticipates the Request for Proposals (RFP) for this study will be available through the Federal Business Opportunities website (https://www.fbo.gov/) on or about April 14, 2010. Proposals will be due approximately 45 days after the RFP issue date. This acquisition has been designated as a full and open competition under North American Industry Classification System (NAICS) code as 541380 with a size standard of 12 million. Any responsible offeror may submit a proposal that will be considered by the Government. This notice does not commit the Government to award of a contract.
