Description
This is a combine synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. M20364-10-Q-0006 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICS code is 441310. The small business size standard is $7.0 million. This acquisition is small business set-aside. This procurement is for a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. The clauses and provisions referenced in this solicitation may be obtained in full text form at http://www.arnet.gov/far. Scope of Contract: The contractor shall provide (36) "junk" vehicles to meet the specifications listed below: The unit requires (36) "junk" vehicles of various styles to include the possible assortment of 2 and/ or 4 door sedans, pickup trucks, vans and buses. The following is the government's minimum requirements for the quantities of the vehicles: -Minimum of 4 Sedans-Minimum of 4 pickup trucks-Minimum of 2 buses-Minimum of 3 Vans These vehicles are to be utilized in life-time realistic CBRNE training to involve extraction by use of passive and aggressive means to simulate life saving techniques. These techniques will manipulate the outer and inner shells as required per the assigned mission in the training and the vehicles WILL NOT be returned in the same condition as delivered. ***The cars delivered should be purged of all fluids (Gas, oil, transmission, radiator) and all doors and windows in tact. Preferably all tires inflated but not absolutely necessary. The contractor will be responsible for delivery and removal of the vehicles to a staged lot aboard the Fire Academy on Randall's Island, NY. The vehicles must be completely delivered no later than 1500 on Aril 15, 2010 at 0800 and can begin removal on April 24, 2010. The delivery address is Fire Academy Randall's Island, New York, NY 10035. The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; The Government will award a contract resulting fro this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Acceptance and (2) Price. The contract award will be offered to the best value offer made to the Government, considering, technical acceptance and price. 52.212-4, Contract Terms and Conditions commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items.
