THIS OPPORTUNITY WAS AVAILABE ONLY TO GTSI, CORP. FOR THE REASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Pub.L. 111-5, the Internal Revenue Service (IRS) posts this notice of issuance of Modification 0001 to existing Delivery Order TIRNO-09-K-00218 to fulfill the requirement for additional Millions of Instructions Per Second (MIPS) in order to upgrade the existing ASG software that the IRS currently owns. TIRNO-09-K-00218 was competed in accordance with the procedures set forth in FAR Subpart 8.404 for use of General Services Administration (GSA) Federal Supply Schedules. The contract was ultimately awarded to GTSI, Corp., a large business. Modification 0001 was executed as a firm-fixed price action with a contract value less than the micro-purchase threshold. Currently, the IRS uses ASG software as a means of Information Technology (IT) support, preventive and remedial maintenance. Maintenance and support of this software is essential in order to avoid disruption to the daily processing of taxpayer information performed at the computing centers in support of the IRS modernization efforts. No other software has been found that can replace the functionality of the ASG software. Therefore, the IRS will increase the ASG software MIPS through the issuance of Modification 0001.
