- SYNOPSIS/SOLICITATION Protestant Religious Coordinator The Beale AFB Chapel environment requires interaction with people from many different denominational backgrounds. The RE Coordinator is expected to provide a Bible based religious education program that appeals to a broad spectrum of Protestant church traditions and to cover ages 3 to Adult This is a combined synopsis/solicitation for Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F1H0H69282A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 813110 and the small business size standard is 7.0M. STATEMENT OF WORK (SOW) PROTESTANT EDUCATION (RE) COORDINATOR BEALE AFB, CA A. NATURE OF THE PROTESTANT RELIGIOUS EDUCATION PROGRAM The chapel environment requires interaction with people from many different denominational backgrounds. The RE Coordinator is expected to provide a Bible based religious education program that appeals to a broad spectrum of Protestant church traditions and to cover ages 3 to Adult. B. REQUIREMENTS FOR PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR Scope of Work (12 Units - One unit equals one month): 1. Plan and execute, through a volunteer team, a Protestant Religious Education (RE) program. Sunday School, Children's Church Valley Chapel and other bible studies held weekly. All classes are to be taught by qualified teachers approved by the Sr. Protestant Chaplain, wing Chaplain or designees. a. Keep attendance records for all classes and Bible studies. Receive record and turn in for deposit to account Technical offerings collected from the students in Sunday School or Children's Church as part of their stewardship training. b. Perform administrative work. Create an email/telephone list of all RE class members: children's church, Sunday School, and all Bible study members. c. Prepare publicity material for the Chapel newsletter and Base paper when events need to be advertised base wide. d. Order curriculum and supplies for succeeding quarters for any of the above groups who need them. e. Update RE continuity files by writing After Action Reports on events. f. Develop the annual calendar of events and the budget to cover the Religious Education program. g. Program startup: perform administrative tasks in summer months that are necessary to begin programs in September (select and order curriculum, reserve facilities, recruit teachers, publicize, provide teacher training). Recruitment and approval of teachers and selection of curriculum is discussed with the Chaplain Advisor. h. Provide at least 1 or 2 Teacher Training sessions prior to start of RE and at least 1 Teacher Training session a quarter. These sessions can be in conjunction with the Awana program teacher training if planned with the Awana Coordinator. 2. Plan and conduct a summer Vacation Bible School (VBS) Program with Catholic RE Coordinator during June for Pre-school through 6th grade students. a. Program startup: begin 9-12 weeks in advance of the event - reserve facilities, recruit teachers & teen helpers, publicize through chapel newsletters, weekly bulletins and base paper, 5 weeks in advance. Hold first teacher training 4 weeks in advance. Sign up students on consecutive Sundays. b. Provide at least three (3) teachers training sessions for VBS teachers. 3. Be present for a minimum of 2 hours, maximum of 4 hours, for RE on each Sunday from September to May and all during the week of VBS. 4. Work in cooperation with the Awana Commander and RE volunteer leaders to ensure an overall healthy religious education program at Beale by supporting their work with administrative tasks such as ordering their curriculum, keeping their phone/emailing lists up to date, purchasing items needed for classes and processing paper work needed for purchases and for facility use, coordinate trips and advise the Sr. protestant Chaplain or Chaplain Advisor of the needs of the volunteers. 5. Facilitate each worship service (Praise and Gospel) to plan and present a Children's Christmas and/or Easter program - conduct at least 3 rehearsals with teachers and children from the Gospel and the Praise services for the presentation. 6. Plan and oversee the annual activities; Harvest Festival (alternate Halloween - October), Easter Egg Hunt, and the Family Christmas Night and assist the Sr. protestant Chaplain with preparations for the Chapel Appreciation event. Obtain volunteers to assist with the event planning and execution. 7. Coordinate the prepare Facility/Activity Requests for Sr. Protestant Chaplain approval. 8. Coordinate and prepare weekly Sunday bulletins to update the community on events. Obtain Chaplain approval before printing. Requirements: 1. Be familiar with appropriate RE resources such as books, references materials, resource videos, magazines and crafts. 2. Be available to attend local and regional religious education workshops as needed, costs to be covered by the Chapel. 3. Be capable of handling discipline problems tactfully when necessary. 4. Be able to efficiently organize and manage diverse programs. 5. Have computer competency in Windows Vista and MS Office or equivalent. Relationship: 1. The RE Coordinator works with the Protestant Program Director who will also monitor the RE coordinator's compliance with the SOW. 2. The RE Coordinator must be present for supervisory and safety reasons during all Sunday morning RE programs, VBS and annual activities and work closely with the specific designated lay leadership/study leaders for weekday/evening activities. Security Requirement: 1. The RE coordinator shall ensure that all keys, if any, issued to the RE Coordinator by the US Government are not lost or misplaced and are not used by unauthorized persons. No keys issued to the RE coordinator by the US Government shall be duplicated. 2. The RE Coordinator shall ensure that all buildings are secured after all activities under his/her control. Office Hours: 1. Office hours will vary throughout the year with increased hours during March/April, May, June, August, September, October and December. Government Furnished Property: 1. Every effort will be made to secure a proper workspace to the RE Coordinator at Foothills Chapel to conduct administrative work. If proper workspace cannot be provided, the RE Coordinator may work out of his/her home. 2. Administrative and program supplies will be provided to the RE Coordinator as stated in the annual Protestant Parish Budget. 3. The RE Coordinator will follow Chaplain Fund procedures for the receipt and disbursement of funds. 4. The RE Coordinator will exercise the proper care over chapel equipment, insure that procedures are in effect to protect and safeguard the equipment to keep it in working order. Administrative Requirements: 1. This service is for twelve (12) months and the RE Coordinator will be paid on a monthly amount not to exceed the amount appropriated for this service. 2. The RE Coordinator will submit a monthly invoice to the Sr. Protestant Chaplain for certification for payment. 3. The RE Coordinator is self employed and responsible to pay all taxes due, both State and Federal. Substitutions: When any substitution for the RE Coordinator is necessary, every effort possible will be made to notify, at least 24 hours prior to the scheduled service, Sr. Protestant chaplain, or the chaplain designated as responsible for the specific service. Substitution is filled by the RE Coordinator with a person of equal qualification. Qualifications: 1. College degree or equivalent certificate 2. Experience as a Religious Education Provider in a local church or military chapel. 3. Preference to have bi-lingual abilities. 4. Preference to have a strong background working with numbers for budgetary purposes. 5. Provide two character references both professional and personal. 6. Undergo successful background criminal history check at local, state and national levels. (Public Law Numbers 101-647, Section 231; Public Law Number 102-1990; and resulting Department of Defense Instruction Number 1402.5 require personnel contracted for child care services in every facility operated by the Federal Government to undergo successful background criminal history check at local, state and national levels. "Child care services" includes personnel contracted for such services in base chapel programs whose works brings them into contact with children less than 18 years of age.). Procedure: Any eligible person may interview with the Protestant Chaplain Advisor, Sr. Protestant Chaplain and Chapel NCOIC. (The Wing Chaplain may also attend.) An eligible person will be selected for the position based upon experience qualifications and best value. Best value insures that the most advantageous balance of price, quality and performance is achieved through competitive procurement methods in accordance with the stated selection criteria.
