- The Marine Corps Air Station, Cherry Point, NC has a requirement for animal shelter services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-10-T-3322 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 and Defense Acquisition Circular 98-113. This acquisition is unrestricted. The North American Industry Classification System code 812910, with a small business size standard of $7.0 million. This requirement is for a firm fixed priced contract for animal shelter services for Marine Corps Air Station (MCAS) Cherry Point, NC. It is in support of the Animal Control Division, Provost Marshall's Office, Security and Emergency Services Directorate, MCAS, Cherry Point, NC. The contractor shall furnish all facilities, equipment, management, personnel, and other services necessary to provide animal shelter services defined in this contract. PERIOD OF PERFORMANCE: Contract period shall be for the base period of 12 months from date of award with provisions for four (4) twelve (12) month option periods, to be exercised at the discretion of the Government. SERVICES. The contractor shall provide animal shelter services ensuring the humane care of animals, to include but not limited to providing for their daily care and housing, feeding, medical care, spaying or neutering (as appropriate), and the euthanasia and subsequent disposal of any non-adopted animals. Note: Estimated animals per annum is 200. 2. APPLICABLE REGULATIONS. All services provided shall be in compliance with the following regulations: Code of Federal Regulations, Title 9, Chapter 1, Part 3.1-3.11State and county statutes pertaining to operation of an animal shelter/adoption facility. 3. LOCATION. (To be determined.) 4. HOURS. Because MCAS has no appropriate facilities to house stray animals even for brief periods of time, the contractor shall provide for 24 hour-a-day, 7 day-a-week drop off capability for the MCAS animal control or law enforcement personnel via a designated exterior drop off point at the contractor's site. 5. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide the materials and/or services listed below: 5.1 Delivery/transportation of animals to contractor's site. 5.2 MCAS animal control or law enforcement personnel will notify the animal shelter prior to delivery if during working hours, to ensure animal shelter personnel are present to accept/process animals. After working hours, MCAS animal control or law enforcement personnel will notify the designated on-call animal shelter staff, and will complete and submit whatever documentation is required by the shelter. 5.3 Advertising. The government will allow free advertising for animal adoption purposes, in the MCAS newspaper. 6. CONTRACTOR FURNISHED FACILITIES, SUPPLIES AND SERVICES 6.1 The contractor shall provide animal shelter services ensuring the humane care of all placed animals, to include but not limited to providing for their daily care and housing, feeding, medical care, spaying or neutering (as appropriate), and the euthanasia and subsequent disposal of any non-adopted animals. 6.2 Compliances. The contractor shall be in compliance with all Federal and/or State, County and City regulations for the operation of an animal shelter/adoption facility. 6.3 Contractor's animal shelter facility shall be within one (1) hour round trip driving time from MCAS, Cherry Point, NC. 7. SPECIFIC TASKS. The Contractor shall: 7.1 Accept animals brought to the shelter by MCAS animal control or law enforcement personnel in the performance of their assigned duties. Every reasonable attempt will be made to make appropriate notifications with shelter personnel prior to drop off. 7.1.1 Animals brought to the shelter by MCAS animal control or law enforcement personnel in the performance of their duties are the only animals chargeable against this contract. Residents of base housing and military personnel living off base will be charged the standard county fee to drop off animals at the shelter and services provided to these individuals are not covered by this contract. 7.2 Promote adoption of animals turned in to the shelter. The Government is not liable for any such fees. 7.3 Contractor is responsible for collecting any quarantine fees due from the owner of the animal or by the adopting person(s). 7.4 Provide a monthly report of animals turned in by base animal control or law enforcement personnel. The report shall separately list (1) number and type of animals; (2) number adopted/redeemed; and (3) number euthanized. Copies of this report shall be provided to the Contract Administrator and the MCAS Provost Marshal's Office (Pet Warden) within the first 5 working days of the following month. 8. GOVERNMENT ACTIVITY REPRESENTATIVE 8.1 RESPONSIBILITIES. Performs surveillance and inspection of services required under this contract; determines the adequacy of contractor performance per contract specifications; acts as the government's representative at the work site; ensures compliance with contract requirements; and advises the Contract Administrator of any factors that may cause problems pertaining to the contract. The government activity representative cannot authorize deviations from contract requirements. The position title and telephone number of the government activity representative is listed below: ALL ITEMS: MCAS PET WARDEN, PMO (252) 466-3445 8.2 UNACCEPTABLE PERFORMANCE. When performance does not meet the requirements of this contract, written (letter, fax, or email) documentation will be furnished explaining how performance is considered unacceptable. This documentation should state what specification(s) is not being performed (reference contract paragraph number(s), date and time observed) and should be submitted to the Contract Administrator within two work days of each occurrence. 9. MEETINGS. When problems or other issues arise that may affect contract performance, the contractor and the Contracting Officer, or his designated representative, shall meet in an effort to mutually resolve the issue. Meetings shall be held as often as necessary to ensure requirements of the contract are being met. The following provisions and addendum apply to this acquisition.
