Description
The Architect of the Capitol (AOC) anticipates issuing a Two-Phase Request for Proposal for professional Architectural/Engineering Services to develop: 1) the Program of Requirements (POR) and 2) Basis of Design (BOD), Design and Construction Documents and Construction Administration for a comprehensive infrastructure upgrade and modernization of the Cannon House Office Building (CHOB) and its systems fully complying with all applicable codes, standards and guidelines; enhancing safety and security; increasing adaptability and flexibility; integrating technology and reducing energy use. The comprehensive scope of the A/E Services may involve all architectural and engineering design disciplines, including, but not limited to: base building core and shell architecture; historic preservation consulting including materials conservation; civil engineering and landscape architecture; mechanical, electrical, and plumbing engineering including energy modeling; structural engineering including seismic analysis and blast protection; building code, life safety, & fire protection consulting; exterior envelop and waterproofing consulting (during preconstruction but also with significant construction involvement); vertical transportation (elevator) consulting; lighting consulting (exterior and interior); security consulting including vehicular and pedestrian access control, electronic, & perimeter; telecommunications consulting; sustainable design consulting including LEED certification; accessible design; geotechnical engineering; environmental engineering including an industrial hygienist; parking/traffic consulting; interior design; acoustical and audio-visual consulting; food service design; exterior building identification and interior wayfinding signage; and furniture, fixtures, and equipment consulting. CHOB is open to the public and provides office space for members of the U.S. House of Representatives and their staff, committee hearing rooms, and a carry-out restaurant. The awarded contract base services will include the Program of Requirements. The period of performance for base services is 350 days from contract award. An optional Indefinite-Delivery/Indefinite-Quantity (ID/IQ) service period may be exercised at the discretion of the Government for follow-on task orders for Basis of Design, Design and Construction Documents, Construction Administration, and other project related A-E Services. The optional ID/IQ may be exercised at any time prior to the expiration of the base services and will include four option years. The cumulative amount of all task orders issued against the ID/IQ shall not exceed $100,000,000. The AOC is a legislative branch entity and as such is NOT subject to the Brooks A-E Act as implemented in Federal Acquisition Regulations (FAR) Part 36.6. The AOC will use Best-Value Trade-Off process. This RFP, and any subsequent amendments, will be issued in electronic format only and will be available on or about April 30, 2010 on Federal Business Opportunities (www.fbo.gov).
