Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate Office of the Sergeant at Arms (SAA) requires technical services for post production support of the Senate Recording Studio (SRS) server system. The SRS Server System is a mission critical system that is used to ingest, playback, edit, and archive most of the content produced by the SRS. The SRS Server System is a highly integrated system comprising hardware and software products supplied by several companies. The SRS is seeking support services under this Contract that bridge the support services from the individual companies for their respective products that constitute the SRS Server System. The companies supporting the SRS Server System are listed in the Requirements Section below. REQUIREMENTS This project is limited to services related to support requests concerning the SRS Server System. The Contractor must have hands on experience with each of the third party vendors listed below and experience with systems that have integrated the listed hardware and software systems. Below is a summary of the major products and systems from third party vendors and manufacturers which are integrated within the SRS Server System. Trans Media Dynamics (TMD) TMD serves as the central point of control and management for the entire Server System. TMD acts as the media asset management (MAM) system for the SRS. At the core of this MAM is a customized and robust Oracle database, to track all assets as they move through the system. TMD controls the movement of assets from the time they enter the system to being moved to archive. TMD also provides a custom interface to the Browser Services, using the IPV platform of software and hardware. Omneon The on-line storage consists of the Omneon Spectrum storage system. The Spectrum provides the central storage repository for all content ingested to the MAM system. Using Front Porch Digital Diva Archive software, data and content is moved from the Omneon Spectrum Storage to the Archive System's Sony PetaSite tape library on set schedules, and requests. This workflow relies on tight integration between the MAM system and Front Porch Digital to move, restore and archive content in the SRS Server System. The SAA invites all qualified sources to respond to this sources sought notice. The vendor response to this sources sought notice shall specifically address the three evaluation criteria below. The evaluation criteria for selection, listed in descending order of importance, are as follows: 1. Professional qualifications (education, registration, and experience) of individuals who will perform the required services; 2. Hands on experience with each of the third party vendors and experience with systems that have integrated the listed hardware and software systems (see Requirements); and 3. Past performance on similar contracts with Government agencies and private industry. Provide a minimum of three past performance references within the last three years. Also in your response provide organizational information including your Dun and Bradstreet number and point of contact with telephone, fax, and e-mail address. After receipt and review of the responses to this SSN, the Senate intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. Failure to provide information on criteria 1 through 3 will result in disqualification of the vendor from further consideration. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the Senate anticipates release of a solicitation during the third quarter of Fiscal Year 2010. The Senate is not responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Responses to this are due to the POC no later than April 23, 2010 at Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at acquisitions2010@saa.senate.gov. The subject line of the email message shall be: SSN 2010-S-024 SRS Server Management. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the Senate to information in any files attached to the response is the responsibility of the submitting party. The Senate is not responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
