- PRE-SOLICITATION NOTICE*This project is funded by the American Recovery and Reinvestment Act (ARRA)* Description: The Department of Veterans Affairs, National Energy Business Center (VA NEBC), 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the design and construction services necessary to implement selected energy conservation measures (ECMs) at the New Mexico VA Health Care System, located at 1501 San Pedro Drive SE, Albuquerque, NM 87108. The ARRA project number is R101-09-045. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include the following ECMs: 1)Replace existing steam traps in the basement of Building 41. 2)Add heat recovery coils at the following air conditioning units in the basement and third floor of Building 41: AC-2, AC-3, AC-4 and AC-16. 3)Replace existing pump motors with NEMA premium motors in the basement of Building 41 and 43. 4)Install 500 light occupancy sensors in common areas, waiting rooms and public restrooms of Buildings 1, 3, 41 and 45. 5)Install 20 vend miser controllers on vending machines in Buildings 1, 3, 41 and 45. 6)Install chilled water storage tank inside of and adjacent to Building 43. 7)Replace 400 existing 3.5 GPF toilets with low-flow toilets in Buildings 1, 3, 41 and 45. 8)Install water misers and ejector modification at 14 sterilizers in Building 41. 9)Replace approximately 50 existing high pressure sodium exterior lights with LED equivalents in various parking areas and roadways campus-wide. 10)Install laminar flow devices on 210 water faucets in Buildings 1, 3, 41 and 45. The solicitation will be issued as a "Request For Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. The solicitation for design-build services for ECMs at the Albuquerque, NM VAMC will be combined with design-build services for ECMs at the El Paso, TX VAMC under solicitation number VA-701-10-RA-0015. A separate pre-solicitation notice will be issued for El Paso. The RFP will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. The solicitation will be issued on or about April 15, 2010 and proposals will be due on or about May 17, 2010 at 2:00PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance for the Albuquerque ECMs shall be 365 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00 total for the Albuquerque and El Paso sites, combined.
