Description
Description: RECOVERY - This procurement will be firm-fixed price and is funded in whole by the American Recovery and Reinvestment Act [ARRA] of 2009 and is subject to the reporting requirements of the Act. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-10003. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40 dated 03/23/2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 332999 and the small business size is 500 employees. The National Institute of Allergy and Infectious Diseases, Rocky Mountain Laboratories, is seeking a Hubzone, 8A, Service Disabled Veteran or Small Business to provide seven (7) modular, aluminum, swine [ungulate] cages manufactured in panels. SCHEDULE: Each cage/kennel shall be assembled in single cage units. The units must be entirely free-standing and may NOT be anchored to either the walls or floor. Units shall be able to be easily assembled and disassembled for relocation and for transport to an autoclave. All exposed joints must be tight, flush and hairline. All welds and surface edges shall be completely smooth with no burrs and/or sharp edges. Overall size of each unit shall be approximately (56"H x 84"W x 44"D) with a minimum of 24 sq ft of animal space. The total maximum height shall not exceed 56" high (with the actual panel wall being no more than 48" high, not including leg extensions) The Side/End panels and Back panel shall be constructed of a combination of solid aluminum sheet lower and solid (3/4" min dia.) round bars upper. The Side/End panels shall include adjustable leveling foot leg extensions. The "leveling foot" shall swivel in all directions to accommodate floor slope. The leveling foot shall be made of either hard rubber or poly material so as to protect the floor surface from scratching. The front/gate panel shall be constructed entirely of solid round bars with a maximum of 2" center to center spacing. The gate shall be approximately 36"W and shall include aluminum or stainless steel hardware and shall include a locking latch. The gate shall open outward. The floor panels must be removable (preferably in two sections per cage/kennel), with appropriate material surface and spacing for ungulates. The material must be autoclavable. The ideal floor material would be as light weight as possible, but able to support a swine weighing 100 kg (220#) plus the weight of an average sized person. Each cage/kennel shall include a hinged crowding panel (squeeze panel), attached to the back panel no more than 24" from the opposite end from the gate opening; and shall include a latch mechanism with which to securely contain the animal. The crowding panel should be able to be "stored" within the cage however should be able to be easily removed. Each unit shall provide a modified metabolism excrement pan system which can be easily removed from the front of the unit, preferably in two sections per cage/kennel. The modified pan shall include a filter system to capture and contain all solid waste, while allowing liquid waste to enter the floor drain. The capture system for solid waste must be removable for easy cleaning. Each unit shall include an adjustable water manifold with hog nipple with a quick connect mechanism. The water manifold should not be permanently mounted on the cage but should be easily attached. Each unit shall include a "J" type feeder approximately 12" x 8" which can be attached to the gate panel. Offerors must provide descriptive literature (i.e. information such as cuts, illustrations, drawings, pictures and/or brochures) that shows their product's characteristics or construction, in order for the Government to evaluate the acceptability of the product, along with their quote. Failure to do so will be at the offerors risk. FOB Point shall be Destination, Hamilton, MT. Delivery shall be not later than 45 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, Montana. Award will be based on: 1) The capability of the item offered to meet the above-stated salient characteristics; 2) Warranty; and 3) Price and the Best Value to the Government. Warranty information to include period and coverage, shall be stated. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items [along with its Alternate II] and specifically includes 52.203-15 Whistleblower Protections under ARRA and 52.204-11 ARRA Reporting Requirements; FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. In order to be considered for an award, offeror must; 1) agree to the ARRA Reporting Requirements; and 2), must have completed the Online Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
