- NASA/GRC has a requirement for the fabrication and purchase of one (1) additionalSilicon Nitride Rotor according to specifications provided on a drawing and previouslyposted on solicitation NNC10315483Q on October 8, 2009.NASA/GRC intends to purchase the items from Saint-Gobain Ceramics & Plastics, Inc., 9Goddard Rd, Northboro MA 01532.This vendor was the only one to submit a bid for this product at the time of the originalposting. Furthermore, at Saint-Gobains, the silicon nitride parts are fabricated by aproprietary glass encapsulated HIPing process which met our specifications. It has beendetermined through research that there are only three vendors in the country thatcurrently manufacture silicon nitride parts, and each company manufactures them by theirown proprietary process.Properties of these grades vary considerably and the availability of material alsovaries. This additional rotor must be manufactured and fabricated by the same process tomatch and work with the previously purchased rotor from Saint-Gobains.The Government intends to acquire a commercial item using FAR Part 12 and the theSimplified Acquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1(b)1.FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 7, 2019. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
