Description
The Chief of Naval Installations Command (CNIC) requires the continued support of the The Enterprise Safety Application Management System (ESAMS) System. The ESAMS system is comprised of a suite of web-enabled applications. ESAMS utilizes a centralized database that allows employees, supervisors, training coordinators, safety professionals and command personnel to manage their Federal/DoD/Navy requirements, i.e., training, certifications, metrics, inspections, respirator fit tests, medical surveillance, event (mishap, near-miss, property damage, and fire incident) reporting, equipment tracking, and manpower. The ESAMS system provides automated assistance as well as technical support. System modules include Training and Requirements Management System (TRMS), Injury/Illness Reporting and Tracking System (IIRTS), On-line Medical Surveillance System (OMSS), On-line Employee Concern System (OECS), Inspection, Deficiency and Abatement Tracking System (IDATS), Self-assess! ment Module, Records Management System (RMS), Respirator Module, E-Tracker. Web-based Training, Supervisor On-the-Job Training, Safety Perception Surveys, Root Cause Analysis (RCA), Job Hazard Analysis (JHA), Fire Facility Maintenance, Hot Work Permit Tracking, National Fire Incident Reporting System (NFIRS) and an Executive Summary. This is a sole source supplemental action to be included under Contract N00189-09-F-Z178 to HGW and Associates LLC., for four months while the follow-on acquisition can be procured. HGW is the only firm who can supply the required services for the acquisition. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
