Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center Picatinny Arsenal, New Jersey 07806- 5000, on behalfof PM IED Defeat/ Protect Force intends to issue a Request for Proposal(RFP) for the procurement of one new competitive, five (5) year, FirmFixed Price (FFP), Indefinite Delivery Indefinite Quantity, 100% small business set-aside contract for the acquisition of Personnel Borne/Vehicle Borne Improvised Explosive Device Entry Control Point (PB/VB IED ECP) commercial components to be acquired, handled and distributed to Forward Operating Bases (FOBs). The applicable NAICS code is 423440 and FSC code is 5340. The contract will include the acquisition of commercial supply integration functions for the acquisition, handling, inspection, storing, packing, and packaging of PB VB ECP IEDD components. The PB/VB IED ECP components are grouped into four (4) different modules, along with four (4) different commercial spares modules, each module consisting of various different configurations of PB/VB IED ECP commercial components. ECP commercial components for PB/VB IED ECP will consist of brand name or equal components and their associated brand name or equal spares components. The following brand name components have been identified for the PB/VB IED ECP: VOXTEC International, Inc. Phraselator P2 Version 3.0 HPV Technologies Magnetic Audio Device (MAD) Garrett Electronics Inc. Superscanner Phoenix International, LTC Magnum Spike Strip Aardvark Tactical, Inc Entry Point Vehicle Kit Delta Scientific Corporation DSC7000 Drop Down Barrier Delta Scientific Corporation MP5000 Pop-Up Barrier Dynamic Defense Materials DDMs McCurdys Armor Perrey Type B Roto Gate As the RFP will be issued on a brand name or equal basis, minimum salient characteristics shall be included in the solicitation. Any potential offeror who wants an advance,draft, Statement of Work document that describes the ECP modular configuration requirements, as well as a copy of the draft Brand Name or Equal Salient Characteristics, needs to contact the Contract Specialist, as identified below. The PB VB ECP IEDD effort will also involve the handling, inspection, storing, packing, and packaging of government furnished property in addition to the commercial components. The GFP to be included is the Portal Metal Detectors, Vehicle Lightweight Arrest Devices (VLAD) and power generators. The Government will require the contractor to deliver 8 ECP modules 60 days after contract award, 16 ECP modules 90 days after contract award and 25 ECP modules every 30 days thereafter. The Government intends to fulfill this requirement via a 5 year Indefinite Delivery Indefinite Quantity (ID/IQ) commercial contract with an estimated maximum contract value of $240,000,000 and a guaranteed minimum of 8 modules. It is the Governments intent to award this action on a competitive basis restricted to the small business community, following the procedures contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. It is anticipated that this solicitation will be posted on the US Army JM&L, LCMC Procurement Network website located http://procnet.pica.army.mil and https://www.fbo.gov/ on or about 22 APRIL 2010. The solicitation and any resultant contract shall be subject to FAR 52.232-18, Availability of Funds. Please note this notice does not constitute a Request For Proposal (RFP).
