- Arcata Associates, Inc. has a requirement for 2 each Newscaster van Transmitter RFHead Configuration, 1 each Newscaster Van Transmitter Controller, 1 each NewscoderReceiver, NYCOIL-QPT-VT7, and 1 each QPT-90 Controller.Arcata Associates, Inc. intends to purchase the items from NUCOMM 101 Bilby RoadHackettstown, NJ 07840 Nucomm is the only responsible source that is capable ofsatisfying the agencys unique need for the following reasons:The existing microwave system was designed, built, and extensively tested by Nucomm. Therefore, the new system from Nucomm will plug right in and not take any specialmodifications.This will eliminate additional exorbitant cost of any other companyattempting to match this system. Any other system would take special modifications thatwould cost more money and take more time to configure.TV-2 has become unstable and itthreatens to not function during a mission critical event, up to and including the spaceshuttle. This needs to be taken care of immediately. To develop a new source, wouldencumber this effort and sustain substantial increase in cost and time.b.Nucomm possess all the specifications necessary to ensure smooth operationwithout any interruption of service to our NASA customers. This detail is not availableto any other vendor and to provide such would be a great burden to our daily functioning.Nucomm has the unpublished design, test and model data as well as the operatingexperience required to ensure success to this purchase. To develop and demonstrateproficiency with this system for another vendor would take a prohibitively long amount oftime and jeopardize our operating efficiency.Any other company would have to develop many hours to comparable develop experience.We are only allowed special frequencies from our frequency manager. Nucomm is the onlyvendor contacted that can provide these frequencies off the shelf. Nucomm is capable of providing the items necessary in the time frame needed. This is ahigh priority project and installation is needed in a very short time frame.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacific time on April 14, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
