- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY – Wallowa Whitman National Forest, Grant County, Oregon. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation number AG-0489-S-10-04453 on or about April 12, 2010, for North Fork John Day Bridge Replacement in the Wallowa Whitman national forest. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 12, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. Project work consists of the following major items of work: construction of a single-lane bypass road and bridge, removal and disposal of an existing double-lane timber bridge and foundations, construction of a double-lane prestressed concrete bridge with pile foundations and cast-in-place reinforced concrete pile caps, extra width for a pedestrial path, fill removal and haul of excavated material, excavation, embankment, bridge and approach railing, and placement of aggregate surfacing and hot mix asphalt. All work within the ordinary high water mark for the North Fork John Day river shall be performed between July 15th and August 15th. PROJECT LOCATION. This project is located on the Whitman Ranger district, of the Wallowa-Whitman National Forest, Section 34, Township 7S, R 35.5 E. approximately 8 miles north of Granite, Oregon. It may be reached by traveling north on Forest Road 73 (Elkhorn Bypass) from Granite, Oregon for approximately 8 miles, or by traveling west from Baker City on the Elkhorn Drive Scenic Byway for approximately 52 miles. Access from LaGrande is by traveling to Starkey, Oregon and heading south on Forest Road 51 to the Junction of Forest Road 52, then continuing south approximately 2 miles to the junction of Forest Road 73 and the project site. PARTICIPATION. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for full and open competition. The North American Classification System Code (NAICS) is 237310. The size standard is $33.5 Million. The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOpps website www.fbo.gov. REGISTRATIONS.
