- THIS FILE CONTAINS THE DRAWING FILES FOR PLATES 1 AND 2 By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable Firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The work includes furnishing and installing an approximately 400 foot long, non-physical fish dispersal deterrent system anchored to the streambed along the alignment shown on the plates. The system shall utilize multiple stimuli to divert fish from the Brandon Road Lock into the area defined by the toe of the Brandon Road Dam. The fish will later be harvested from this area by others. The stimuli that make up the fish deterrent system shall include, but are not be limited to air, sound and light. Additionally, the deterrent system shall be powered and controlled from the north bank in an area approximated on Plate 2. The selected bank area has undergone limited clearing and grubbing of a thin stand of trees, but additional clearing will be required. Some grading and general site preparations will be required to receive a typical construction trailer. The typical construction trailer will be used to house the controls for the fish deterrent system. The trailer area shall be enclosed by approved security fencing. The system shall include back-up systems such as an electrical power generator and a back-up air compressor. The air and electrical supply lines running to the deterrent system shall be protected against impacts from debris and water craft. The fish deterrent system shall be installed in a manner such that it will not be struck by boat keels. Regarding the river portion of the site, currently, the only available sediment samples indicate a visual classification of gravelly coarse to fine sand with coal and shell composition. However, no boring log or sediment testing is available. The water surface elevation of the lower pool is estimated at 505.0 with an estimated depth of 13.8 feet. Typical design boat draft is nine feet. Cross sections based on soundings data area are included in Plate 1. The bank upon which the control trailer will sit currently contains an approximately 40-yard wide expanse of trees, but it is not a thick stand of trees. The north edge of the trees is approximately 725 feet from Route 6/Channahon Road. A gravel access road shall be constructed from Route 6 to the work site. See Plate 2. Should this Agency issue a formal solicitation for these requirements, prospective offerors will be required to submit enough technical information to allow an in-depth technical analysis of their proposed systems. This shall include, but not be limited to plans and specifications. Additionally, prospective offerors will be required to submit verifiable scientific testing and results data to prove that their system is effective in deterring fish and in particular, Asian Carp. Any contract resulting from the solicitation will include a mandatory completion date of 28 October 2010; by this date, the fish deterrent system must be fully operational. SCOPE OF CAPABILITIES: The USACE-Chicago District is searching for contractors that are capable of meeting all of the above requirements as well as a mandatory completion date of 28 October 2010. REQUESTED INFORMATION: Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently registered with the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 334511, with a small business size standard of 750 employees, which of the following small business categories is your business classified under? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Does your company have experience in furnishing and installing demonstration versions of a non-physical fish deterrent system for the purpose of diverting Silver and Bighead Carp (Asian Carp) If so, how much? In what type of environments have you installed such systems (for example lakes, river, streams, etc.)? Were there any special site conditions that made the work especially unique or challenging? 5. If the system is required to be fully operational by 28 October 2010, how soon or when would be the latest date your firm should be awarded a contract?
