Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY – Malheur National Forest, Grant/Harney County, Oregon. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation number AG-0489-S-10-04452 on or about April 12, 2010, for forest-wide roof replacements in the Malheur National Forest. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 12, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. Furnish all materials, equipment, and labor necessary for roofing replacement for 39 buildings, as designated within these specifications, on the Malheur National Forest located in Grant and Harney counties in Oregon. Roofing replacements shall include: removal and disposal of existing roofing and furnishing and installation of a complete, weather-tight roof system. Installation of new roofing materials includes specified underlayments, flashing, vents, roofing accessories, and roof surfacing. Work also includes; removal and replacements of fascia, priming and painting of fascia, removal and reinstallation of existing metal ridge and hip caps, removal and disposal of 2 explosion vents and replaced with 2 Government furnished explosion vents, and design and construction of 3 dormers including priming and painting to match existing facilities. The magnitude of construction for this acquisition is expected to be between $500,000 and $1,000,000. The Government intends to award a negotiated firm fixed price contract. PROJECT LOCATION. 1.Blue Mountain Work Center is located on the Blue Mountain Ranger District in Grant County, approximately 15 miles northeast of Prairie City, Oregon, and is accessible by US Highway 26. Township 11 S., Range 35 E., Section 33. 2.John Day Compound is located on the Blue Mountain Ranger District in Grant County at 155 Government Road, John Day, Oregon. 3.Main Street Residence is located at 306 E. main St., John Day, Oregon. 4.Communications Building is located at 230 NE Dayton Street, John Day, Oregon. 5.Day Care Building is located at 404 NW Canton, John Day, Oregon. 6.Crane Prairie Administrative Site is located on the Prairie city Ranger District in Grant Count y, approximately 45 miles southeast of Prairie City, Oregon, and is accessible on County Route 62. Township 16 S., Range 34 E., Section 24. 7.Allison Guard Station is located on the Emigrant Creek Ranger District in Harney County, approximately 40 miles northwest of Burns, Oregon and is accessible by US Highway 20 S/US Highway 395 S (3 miles), Burns-Izee Road/National Forest Road 47 (23 miles), Emigrant Creek Road/National Forest Road 43 (17 miles), National Forest Road 4370 (2.5 miles), Donelly Road/National Forest Road 4155 (2.5 miles), Whistle Creek Road/National Forest Road 41 (.5 miles N). Township 19 S. Range 27 E., Section 15. 8.Crow Flat Guard Station is located on Emigrant Creek Range District in Harney County, approximately 22 miles north of Burns, Oregon, and is accessible by US Highway 395, and Gravel Ridge Way/National Forest Road 3935 (23 miles). Township 20 S., Range 31 E., Section 13. 9.Hines Administrative Site is located on Emigrant Creek Ranger District in Harney County, at 265 Highway 20 South, Burns, Oregon. PARTICIPATION. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for full and open competition. The North American Classification System Code (NAICS) is 238160. The size standard is $14.0 Million. The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOpps website www.fbo.gov. REGISTRATIONS.
