Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice, and no other solicitation will be issued. Solicitation Number M68909-10-Q-1030 is issued as a Request for Quotation (RFQ). This solicitation is a 100% small business set aside. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35 and Defense Federal Acquisition Regulations Supplemental Change Notice 20090714. NAICS Code 337214 applies. The government intends to purchase on a firm fixed-price basis and award the proposed purchase order to procure furniture to include installation and other labor related costs for Network on the Move (NOTM) Lab Building and Building 31357, Room 172, located at Marine Corps Tactical Sy! stems Support Activity (MCTSSA), Camp Pendleton, CA 92055. The line item description is as follows: NOTM Lab Building is a multi-purpose building that is broken into four categories. 1. Administration Area. The administration portion of the area shall accommodate eight personnel. The personnel working in the administration area must be visible to each other allowing maximum information sharing between the members. The area shall contain workstations (8 ea.), standard rolling office chairs (8 ea.), stackable rolling chairs used for visitors (12 ea.), bookshelves (8 ea.), 3 ft. wide x 4 ft. tall, for each workspace for the storage of technical manuals, reference materials, and training manuals. The workspace shall include adequate lighting to the workstations and power for writing and using computers, printers, and other like equipment. The administration area shall also contain a centralized area for a networked printer stand. 2. Classroom portion. The classroom inside the building must be able to seat 18 people. The room shall contain stackable rolling chairs (18 ea.), collapsible tables that will seat 3 people (6 ea.), roll-away dry erase boards (2 ea.), a collapsible privacy screen, a moveable podium, and a portable projector/screen combination. 3. Communications Maintenance area. This area shall be furnished with test benches (6 ea.) on wheels and be capable of storing small hand tools and manuals, and shall include adequate lighting and power receptacles. The test bench shall be tall enough for an average person to stand and perform work, include a tall chair with wheels, and an ergonomic mat to stand on for up to four hours at a time. This area will also require a bookcase 3 ft. wide x 4 ft. tall and moveable security cages with shelves and a door that locks for storage (5 ea.), 2 ft. deep x 4 ft. wide x 5 ft. 9 in. tall. 4. Computer/Communication Laboratory. The computer/communication laboratory portion of the building must accommodate three testing areas. The testing areas shall include test benches (3 ea.) with wheels and be capable of storing small hand tools and manuals, and shall include adequate lighting and power receptacles. Each test bench shall be tall enough for an average person to stand and perform work, include a tall chair to sit on with wheels, and an ergonomic mat to stand on for up to four hours at a time. In addition, the laboratory shall have movable security cages with shelves and doors that lock (3 ea.), 2 ft. deep x 4 ft. wide x 5 ft. 9 in. tall. This area will also require storage lockers (8 ea.) with locking doors where the contents are not visible, 3 ft. wide x 6 ft. tall. Building 31357, Room 172. Provide basic modular office furniture to support one aministrative person and two guests in a 12 ft. x 12 ft. office; include one wardrobe, small separate bookshelf, and a small table for guests to use. The delivery address is: Commanding Officer, ATTN: Captain Jenson, MCTSSA, Building 31345, Camp Pendleton, CA 92055. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. The following FAR and DFARS provisions are incorporated by reference and apply to this acquisition. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JUN 2008) is incorporated by reference and applies to this acquisition. The clause FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS (JUL 2009) with its quotation. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (MAR 2009) and DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JUN 2005) are incorporated by reference and apply to this acquisition. The provision at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERCIAL ITEMS (JUN 2009), Subparagraphs (a) and (b) (8), (19), (20), (21), (22), (23), (24), (25), (29), (39), apply to this acquisition and are hereby incorporated by reference. DFARS 252.212-7001 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (JAN 2009), Subparagraph (a) and (b) (5), (18) apply to this acquisition and are hereby incorporated by reference.
