- The Forest Service anticipates issuance and award of a two-phase design build project to design and construct a national federal facility to house the Pacific Northwest Research Station, Juneau Forestry Sciences Lab, FS State & Private Forestry, scientists from Alaska Coastal Temperate Rain Forest Center and administrators for three experimental forests. This facility replaces leases of office and laboratory buildings with new, government-owned lab/office building on property designated for Forest Service research and administration. The project site for the Juneau Lab is the Auke Lake site which is located on North Road, adjacent to the U of A - Southeast campus, Juneau, AK. The first phase will be evaluated separately on the criteria identified in the solicitation. Upon completion of the evaluation and ranking, the FS will select up to a maximum of three (3) Design Build teams to submit proposals in the second phase. The second phase proposals will be evaluated per the criteria listed in section titled “Phase Two Evaluation Criteria”. Companies will not be reimbursed for submission of proposals in Phase One. The magnitude for the design and construction is between $5,000,000 and $10,000,000. The estimated start date for the design is 01 September 2010 with completion for the design of 180 days and construction completed within 360 days. FY 2010 funds are available for the base period for the design and construction with the remaining construction to be completed for the option period with FY 2011 funds. The solicitation with supporting documents (if any) will be posted to the FedBizOpps website on or about 19 April 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provide. To review the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. AUTOMATIC NOTIFICATION: By registering to receive notification on posted synopses, you will be automatically notified via email of any changes to the project. To register, select Register to Receive Notification and follow the steps. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) has replaced the plan Holders Lists that was previously available with solicitation packages. Access the IVL for all projects through the FedBizOpps website. To register as an interested vendor, select Register as an Interested Vendor and follow the steps. Use the Register as Interested Vendor option to add your company name to the IVL and then view or print the IVL by selecting View List of Interested Vendors for each project. In order to receive any contract award, Vendors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). To register your firm in the CCR system, go to: http://www.ccr.gov or by calling 1-888-227-2423 or 269-961-5757. To register your firm in the ORCA system, go to: http://www.bpn.gov. This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant contract award will be issued pursuant to FAR part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program.
