- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, hereby announces its intent to issue a purchase order to Harry H. Godlewski, PE, NCE to provide as a technical advisor in RF wireless communications system testing, computational electromagnetic modeling, especially with FEKO, the software to be used by NIOSH and the project/staff management. Mr. Godlewski has extensive experience in the areas critical to the NIOSH research into wireless communications for underground coal mines. He has experience in using a variety of antennas, spectrum analyzers, vector network analyzers, and data loggers as required by the NIOSH project. Mr. Godlewski lives in the Pittsburgh area and will be available to support the required daily lab studies and data analysis with NIOSH engineers and scientists on test plans, data analysis, data interpretation, modeling approaches, model results, and methods of validating models. Purpose and objective: NIOSH requires an electrical power systems safety expert to identify, develop, and promote interventions for preventing electrical shock and electrical burn injuries in mining. The contractor must have an in-depth knowledge of the mining industry, mine power systems, relevant electrical safety issues, and current standards and regulations. He should also have experience in evaluating and interpreting data available from past electrical injuries in mining, as well as recommending practical and effective electrical safety interventions. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-12079. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Harry H. Godlewski, PE, NCE, 522 Eighth Street, Donora, PA 15033-2103 as the only source and a purchase order will be issued without any additional notices being posted.
