Description
The U.S. Army Corps of Engineers, Savannah District, intends to award a sole source purchase order pursuant to FAR 6.302-1 to General Power Engineering Associates, 6681 33rd St East, Bldg C-1, Sarasota, FL 34243, for Engineering and Technical Services for the repair of the 80 megawatt generating Unit 5 Rotor Rim and Spider at the Hartwell Powerplant, Georgia. It had been identified during a previous purchase order that the Rotor Spider has failed from an excessively tight Rotor Rim. The goal of the repairs includes, but is not limited to, the repair of the damaged Rotor Spider, reduce the Rotor Rim Shrink to an acceptable level, perform testing to validate repairs, and inspect the Stator. It has been determined that the rotor is repairable and the Savannah District will need additional Engineering and Technical Services to provide repair procedures and engineering oversight in order for the Hartwell Project to repair the rotor rim and rotor spider cracks on the Unit 5 rotor. The Unit 5 rotor is an integral part of highly specialized equipment that requires highly skilled engineers with hydropower generation specific experience. This is not a request for proposals and no solicitation is available. All responsible sources may submit a written capability statement to the Contracting Officer for consideration. Submitted information will be evaluated solely on the basis of determining whether or not to conduct this procurement on a competitive basis. A determination not to complete this requirement is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All information should be provided in writing to Laney Parker at elaine.d.parker@usace.army.mil. Any response to this notice must be received no later than 16 April 2010.
