- RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS NOTICE IS NOT A NOTICE FOR SOLICITATION OF OFFERS. THE ACTION DESCRIBED HEREIN IS A MODIFICATION TO AN EXISTING CONTRACT, J05RA00004. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE CONTRACTOR IDENTIFIED BELOW. This opportunity was available only to Adams and Associates, Inc. under contract number J05RA00004. The Office of the Assistant Secretary for Administration and Management on behalf of the Office of Job Corps has awarded a modification in the amount of $198,523 to the Atterbury Job Corps Center, operated by Adams and Associates, Inc. These funds are provided under the American Recovery and Reinvestment Act (ARRA). It would have been impracticable to use a fixed price contract to secure services of the kind or quality required for this modification, since the modification was to an existing Cost Plus Incentive Fee contract (Cost Reimbursement Contract). FAR Part 6.302-1 provides that a sole source award is authorized when the required supplies or services are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. Center operators are awarded contracts to operate Job Corps Centers through a competitive solicitation process. Center operators are in the unique position, as the only responsible source, to coordinate the necessary changes required by this sole source awarded modification. As the only responsible source, they are expected and contractually required to provide relevant and rigorous training curricula, training equipment and to maintain the facilities. The funding is intended to address the following program initiatives: 1) Earth Day Every Day Campaign, to assist with preparation and execution of the student activities as detailed in Program Instruction Notice 09-36; and 2) To procure CTST Welding and Driver's Education equipment pertaining to the development of green training elements/modules as detailed in Job Corps Program Instruction No. 09-30 consisting of Driver's Education Simulator, Welding Simulator, and Welding Equipment Upgrades (8 TIG/Stick Welder & 22 MIG/TIG/Stick Welder). The operator of the Atterbury center will utilize these funds to support additional career technical skills training opportunities to the students of the Atterbury Job Corps Center. The operator of the Atterbury Job Corps Center will make these funds available through procurement opportunities, following all applicable FAR procurement regulations. This modification has been awarded on March 31, 2010.
