- The National Institute of Standards and Technology (NIST) Materials Science and Engineering Laboratory (MSEL) staff has determined that ultra-low magnetic field sensors need to combine magnetic-tunnel-junction magnetic sensors with the mechanical oscillators containing magnetic flux-concentrators that have been developed at the Army Research Laboratories (ARL). This research is urgent because the Army needs to deploy magnetic sensors in combat zones to increase perimeter security for US troops. The Contractor shall complete the following research to reach the goals of the NIST/ARL project on Magnetic Sensors. The specific tasks pursuant to this effort are described in the Performance Work Statement included in the Request for Quote (SB1341-10-RQ-0194). It is anticipated that the solicitation for this procurement will be issued on or about April 1, 2010 under FAR Part 12 procedures. The Government anticipates an award of a Firm-Fixed Price type Purchase Order as a result of the solicitation. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov. The solicitation will only be available via the internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no printed solicitation document available. NIST will not maintain a bidder's list. Telephone requests will not be honored; all questions must be submitted in writing via e-mail to jennifer.lohmeier@nist.gov no later than Friday, April 9, 2010, 12:00PM EST. To be eligible for award, Offerors MUST be currently registered with the Central Contractor Registration at www.ccr.gov and have completed its representations and certifications at http://orca.bpn.gov. The North American Industrial Classification System (NAICS) code for this acquisition is 541712 and the size standard is 500 employees.
