Request for Information – Contract Strategy for National Nuclear Security Administration (NNSA) Construction Management (CM) Notice Date 3/29/2010 Notice Type Special Notice NAICS Codes 23/54/22/56 as applicable Contracting Office U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), NNSA Service Center, Office of Business Services (OBS), PO Box 5400, Albuquerque, NM Zip Code 87185-5400 Solicitation Number To Be Determined (TBD) Response Due 4/16/2010 Description PURPOSE OF THIS REQUEST FOR INFORMATION (RFI) The National Nuclear Security Administration (NNSA) is planning to develop and implement a contracting strategy to change the way NNSA performs its project management function(s) at eight (8) Government owned facilities ranging from minor non-nuclear projects to large, complex nuclear projects. NNSA’s intention is to have one (1) or more contracts that will promote effective and efficient project life cycle execution including construction management, engineering services, and project management in support of a more responsive, and affordable Nuclear Security Enterprise (NSE). The NSE currently consists of eight (8) NNSA-designated Government-Owned Contractor Operated (GOCO) facilities (listed in Table 1), and possibly other Federal facilities, other DOE GOCOs, specialized facilities at universities, specialized facilities at industrial sites, and a significant multi-tier private sector supply chain. NNSA is seeking industry input for the development of a best-in-class, NSE system wide contracts approach to address construction management, project management, and engineering management in accordance with (IAW) industrial standards, and/or related DOE/NNSA directives/orders/standards/policies. Functions to include, but not limited to, planning, risk management, strategy development, analysis of alternatives, program requirements documents(s) generation, cost estimation, design, design reviews, value management, drawing generation, change control management, earned value management, configuration management, report generation, environmental document generation, quality assurance program, safety program, baseline management, subcontracting, and purchasing. Cooperation and close coordination with management and operating (M&O) contractors is essential. The NNSA Service Center has established a website at www.doeal.gov/cm for the dissemination of information relating to this initiative. This website will be the principal distribution medium for the exchange of information among all interested parties. NNSA is requesting that expressions of interest and written comments be submitted to Mr. Robert Smith, Contracting Officer, via e-mail at rsmith@doeal.gov no later than 5:00 pm, April 16, 2010, Eastern Daylight Time (EDT). POTENTIAL ACQUSITION ALTERNATIVES NNSA is interested in an acquisition strategy that will result in complex-wide improvements in the following areas: •Competition optimization; •Uniform construction management, project management, and engineering management execution with improved integration of resources and priorities; •NNSA project management enterprise system solution; •Increased standardization of construction management, engineering management, and project management processes and applications of best practices to improve NNSA processes and capabilities; •Promote substantial cooperation and coordination between M&O contractors and construction management contractors; •Improved construction management, engineering management, and project management workforce planning, and critical skills maintenance; •Reduced project cost and improved project performance; •Suggestions/recommendations for addressing the General Accountability Office (GAO) High Risk List concerns regarding DOE/NNSA project execution; •Identification and mitigation of project management risk factors; and, •Optimization of socioeconomic business utilization. All options that may assist NNSA in realizing its desired outcomes are open for consideration. NNSA requests respondents identify specific acquisition alternatives and discuss advantages, disadvantages, constraints, risks, costs, and trade-offs associated with each alternative. Multiple alternatives accompanied with requested information are welcome. RFI responses may include, but not limited to, single award contract and multiple award contracts comparison, contract type(s), contract incentive(s), teaming arrangements, subcontracting strategies, advantages/disadvantages of International Office of Standards (ISO) utilization, advantage(s)/disadvantage(s) of best practices/best in class technique implementation. NNSA emphasizes that all options and “outside the box” thinking are open for consideration. Respondents are requested not to limit responses only to the possibilities identified in this announcement.
